About the Business Line


We create comprehensive delivery solutions for water, wastewater and wet weather systems, desalination, water resources, water reuse, tunneling, and community infrastructure through traditional and alternative delivery services such as program management and design-build.

Job Summary


DUTIES: Develop engineering plans and specifications for the design and construction of water treatment plants, waste water treatment plants, storm water management facilities and solid waste facilities. Develop and prepare plans and specifications for the design and construction of waste water collection systems and water distribution system, including modeling these systems using computer software such as Water CAD and SewerCAD. Prepare studies and reports to determine best fit technologies and vendor technology recommendations. Develop and certify Quality Control and Assurance (QC&A) manuals for construction of landfill liner systems as required by the Iowa Department of Natural Resources (IDNR). Work with regulatory agencies, such as the Iowa IDNR, to develop permit and funding applications design projects and to ensure projects are completed within guidelines as set by the regulatory agencies. Manage small to medium sized projects. Be responsible for multi-disciplinary teams to complete projects on time and budget. Interact with clients to resolve client concerns as needed. Develop construction cost estimates for projects, including performing financial analysis such as life cycle cost analysis and return on investment analysis. Provide construction phase services for projects, including preparing and issuing “information to contractor” (ITC) documents, running construction progress meetings, reviewing pay requests, recommending cost saving measures, developing solutions to construction related problems, and providing contractor client coordination as needed.

Minimum Requirements

REQUIREMENTS: Requires a Bachelors degree or foreign equivalent degree in Engineering Technology or a related field and 5 years of experience in the job offered or 5 years of progressive post-baccalaureate experience involving the following: design of water, waste water, storm water and solid waste facilities; preparation of plans, specifications, and cost estimates for the construction of water and waste facilities; coordination with IDNR regulators to develop permit and funding applications for water and waste facilities design projects; construction related services, including preparing "information to contractor" (ITC) documents, running construction progress meetings, developing solutions to construction related problems, and recommending cost saving measures; and development of certifying Quality Control and Assurance (QC&A) manuals for construction of landfill liner systems as required by IDNR. Position also requires an Iowa Professional Engineer licensure or ability to obtain within 6 months.
