AECOM is actively recruiting for a Program Manager for EWCSS program management support for the EWCSS contract at the Washington Navy Yard, Washington, D.C.
Provide overall program and technical and engineering management support in support of VIRGINIA Class Submarine Program Office (PMS450). Serve as PMS450E Subject Matter Expert, in the areas of new construction testing across NPES systems, combat control and weapon launch systems, ADCAP, TLAM, training, maintenance and platform certifications.
Coordinate access to the Lockheed Martin SE&I CITIS Access Site. Serve as PMS450E POC to authorize SE&I CITIS Access for government and contractors supporting VA Class Program (OBTTMC, SIM/STIM, CWL, C3IMT/SRMS).
Coordinate access to the EB Payload/Platform Collaboration Website Access Site. Serve as PMS450E POC to authorize Collaboration Website Access for government and contractors by specific folder supporting VA Class BLK III/IV/V tasking.
Coordinate and manage the TW394-DO-MAN-010 Interface Control Working Group/Payload System Interface Control Document. Serve as PMS450E POC to coordinate Program Office level technical reviews and PM approvals (450, 425, 392, 280) of interface change packages for the TW394-DO-MAN010 and PS-ICD impacting VA Class design and documentation.
Coordinate and manage the Common Weapon Launcher Development Plan BLK III/IV/V EB/PS efforts. Coordinate weekly meetings, SRR, PDR, CDR. Schedule and documentation reviews, comments and approvals.
Coordinate and manage software fixes needed to support COATS and Dockside test events via the CPR Adjudication Board (CAB) process. Coordinate NPES software maturity assessments to reduce Program Office risk to new construction delivery schedules.
Coordinate and manage COATS Weapons Compatibility Testing (WCT). Validate weapons system certification readiness in support of post-delivery WSAT testing, SSSTRP and WSESRB certification briefings.
Coordinate and manage the EB Sim/Stim Programs. Manage the 5 year plan for BLK III/IV Sim/Stim. Maintain and manage supporting SIM/STIM VA Class assets for all test sites. Coordinate planning stages to update the 5 year plan to reflect BLK V. Resolve TI/APB Sim/Stim needs across test sites. Leverage TI upgrades to reduce future TI transition.
Coordinate and manage NUWCNPT Sim/Stim and lab assets supporting VA Class AN/BYG-1 test events related to new construction deliveries.
Coordinate and manage all VA Class OD44979/IEP products with NUWCNPT. Support process of transitioning all paper OD44979 products over to electronic format. Requires travel to NUWCNPT.
Coordinate and manage NUWCNPT VA Class Test Efforts and tasking in support of the following; Work with CA in advance of task reviews to ensure all 450E tasking in place/in scope. Multiple task reviewed, EQT, Shock, Power, OD44979, CWL, Testing (PVT, EIT, SLT, WCT), LAB/Test Bay support, ILS, MK112s, Code 25 support.
Coordinate PMS450E/PMS425 VA Class Test Efforts and tasking in support of the following; Work with supporting Program Office (i.e. PMS425) to ensure PMA280/281 budgets in place, coordinate BLK V budgets and Raytheon SME budgets. Coordinate CAB/WCT fixes, minimize impact to new construction delivery.
Coordinate and mange PMA280/281 VA Class Test Efforts and tasking in support of the following; Coordinate all of the PMA280/281 direct and indirect tasking supporting BLK III/IV upcoming ASAT, FT and BLK V efforts. Coordinate TTWCS 188.8.131.52 certification and flight test efforts for the BLK III/IV platforms. Coordinate the TTWCS 5.7/5.7 development efforts for VA Class BLK V VPM..
Coordinate and manage PMS450E Safety Efforts related to VA Class certifications and underway weapon system planned launch events with the SSSTRP and WSESRB. Support bi-weekly safety council meetings, review safety packages and hazard documentation for technical content and Program office acceptance criteria.
Coordinate and manage new construction platform certifications/Combat Systems Material Certification Recommendation Letter Packages to SEA05U. Coordinate and manage Joint Interoperability Certifications/Common Submarine Information Support Plan (ISP) efforts.
Coordinate and manage the PMS450E BLK V VPM NPES Funding Profile Binders. Update funding profile through RDTE development phase, transition over to AP SCN to new construction delivery.
Coordinate and mange CWL IETM Approval process.
Requires travel to EB Groton, NUWCNPT, GDMS Pittsfield, Progeny Manassas, shift work and weekend work.
Bachelor’s Degree in Business Management/Engineering or related field
20 years work related experience. Submarine program management related experience
Candidates should possess excellent communications and analytical skills; working knowledge of computer systems and integrated software application programs; mastery of Department of Defense policies, procedures and tools.
An active Government Security Clearance, i.e., an in-scope Background Investigation with Access having been granted within the previous two years, at the SECRET level.
Submarine experience or experience working within a NAVSEA program office is a plus.
Submarine new construction related experience preferred
