Job Summary

The primary function of the Safety Director, Southeast Asia (SEA) is to ensure continuous improvement of SH&E systems and processes on all projects throughout the SEA Region. Global AECOM Safety, Health and Environmental minimum standards are met or exceeded on all projects by ensuring that all contracts are reviewed and approved, highly trained safety resources are in place, and that clients expectations are always fulfilled. Continual development of a strong and proactive safety culture within all project staff is also essential and will be achieved by continual communication, advising and supporting SEA Senior Executive leaders, Project Directors and Project managers. This role will form part of a strong SH&E APAC SH&E team reporting to the Director of Operations (DOO), SEA.

Responsibilities:

Safety for Life

  • Comply with the AECOM Global Safety, Health & Environment (SH&E) policy and Management Systems

  • Meet and exceed the SH&E targets set by the Global Head of Safety and VP SH&E APAC for all SEA projects.

  • Implement the AECOM ‘Safety for Life’ Program throughout SEA projects by way of top class training programs, setting up processes, monitoring change and updating/adapting, as required.

  • Develop and introduce safe work practices that support the global SH&E programs; ensuring that any hazardous conditions, near misses and injuries are reported within the minimum global requirements.

  • Ensure AECOM SEA projects meet all OH&S and environmental legislative requirements and regulations.

  • Project team members to facilitate and/or conduct SH&E inspections, site visits and audits of their project sites. All findings to be entered into the Lifeguard system and then analysed and controls implemented.

  • By way of excellent communication work with project senior management to lead change to develop and maintain a strong and positive SH&E culture throughout all of SEA.

  • Review and continually improve the work practices of all staff to ensure that zero incidents become a reality.

  • Ensure incidents, accidents and near-misses are reported via the Industry Safe system and then when required formally investigated with all actions implemented, maintaining records of the investigations.

  • Develop, implement, monitor and review project systems to continually improve safety and environmental performance AECOM provides to clients.

  • Ensure contractors and sub-contractors working for AECOM projects meet the company’s Safety and Environment Management Standards.

  • Maintain a high quality and easy to access SH&E sharepoint site as the centre of the teams communications process.

  • Develop and monitor effective risk assessment strategies for all projects and ensure the implementation of these strategies.

  • Maintain and regularly test Emergency /Crisis management for all projects.

  • Maintain a high standard of domestic and international security systems for all employees and associated contractors working on SEA projects

  • Review and approve all project proposals and contract documentation.

  • Implement a full training system to ensure that senior project leaders, project staff and project contractors exceed all SH&E country specific legal and AECOM/client minimum requirements.

Technical/Professional Expertise

  • A demonstrated ability to develop, implement and improve OH&S and environmental management systems, policies and procedures.

  • A demonstrated ability to lead investigations and make appropriate recommendations in relation to SH&E-related issues and incidents.

  • Perseverance and drive to meet goals and objectives whilst operating in an ambiguous environment.

  • Confident in engaging and working with Senior Management, project managers and contractors.

  • Ability to build rapport with internal and external stakeholders to establish a strong professional relationship and influence behaviours.

  • Ability to provide innovative alternative working solutions to problems.

  • Act in the best interest of AECOM at all times. Complies with all company policies and completes company requirements in a timely manner. Has an appropriate understanding of AECOM’s goals and strategic direction, and stays informed on key company information and status.   • A demonstrated ability to lead, manage develop and supervise SH&E project professionals.

  • Excellent written and verbal communication skills.

Client

  • Provide sound advice and delivery of SH&E based training sessions to clients on a needs basis.

  • Auditing of clients sites and main contractor work SH&E packages to assist clients to deliver safe projects.

Financial/Project Management

  • A proven ability to develop yearly budget for the SEA Safety Director role, which will include but not limited to travel, accommodation, documentation, PPE and ensure compliance to the set budget.

Internal Business

  • Work with the ASIA SEA and Greater China (GC) SH&E teams to develop and implement global solutions for all projects.

  • Work with the business to provide necessary technical advice related to SH&E project issues.

Leadership

  • Influence others to be active leaders in Safety for Life.

  • Provide leadership to the AECOM project based SH&E staff.

Minimum Requirements

  • Bachelor’s degree in safety, industrial hygiene or relevant field.

  • Minimum 15 years technical experience in SH&E related positions with a minimum of 10 years management experience and 5 years in a national or regional leadership role.

  • Certification in safety related areas.

  • Prior work experience in a variety of technical areas including construction management, program management and design engineering and or building engineering industries with a multi-national, multi-disciplined firm is highly desirable.

  • Communication and training skills and experience are critical.\

  • High level of analytical ability to develop solutions to challenging human, technical, and administrative problems.

  • Able to use all Microsoft Office Packages.

  • Knowledge of the market for consulting services.

  • Experience working in, and a working knowledge of statutory SH&E requirements for other jurisdictions within the Southeast Asia, Pacific Rim geography, is highly desirable

Preferred Qualifications

  • SEA experience in contracting /construction background is preferred.

  • Prior work experience in a variety of technical areas including construction management, program management and design engineering and or building engineering industries with a multi-national, multi-disciplined firm is highly desirable
