Job Summary

The Quality Assurance Engineer will perform diverse and complex quality assurance activities within the QA Department in accordance with the FTA Guidelines, the Project QMP and monitor the compliance of QA/QC activities of Contractors, Subcontractors and Suppliers. The Quality Assurance Engineer will work under the general supervision of the Project Quality Assurance Manager, who will establish objectives and goals.

Specific responsibilities:

  • Monitor the proper execution of major Contractor (BBII) QA/QC duties as they relate to inspection, testing, reporting and documenting construction activities

  • Auditing the design and construction contractors/subcontractors to the requirements outlined in the FTA Guidelines and their own Quality Management Plans (QMP) and procedures

  • Performing internal audits to assure compliance to the 15 Element FTA QA Guidelines

  • Scheduling and monitoring the activities of the independent QA testing laboratory

  • Assuring the proper implementation of the non-conformance and corrective action reporting systems

  • Participating in the QA review of design packages

  • Participating in the inspection, testing and operational protocols at major train manufacturer and other major suppliers/subcontractors

  • Assuring proper records retention and document control procedures are adhered to

Minimum Requirements

  • Bachelor’s degree in an Engineering discipline, or related field

  • 10+ years full-time engineering experience working on transportation, design, construction, or construction-related engineering projects

  • Must demonstrate the ability to work with project contractors, subcontractors and suppliers to assure that they perform their activities in accordance with contractual requirements

  • Must be able to prioritize QA laboratory work and coordinate inspection, testing and monitoring activities both in the field and at supplier facilities

  • Effective internal and external QA/QC auditing skills – ASQ CQA preferred

  • Must have the technical/engineering skillset to recognize non-conformances in diverse construction, transportation and engineering disciplines related to construction and procurement activities and the ability to ensure corrective actions are adequate and effective

  • Excellent communication skills

  • Attention to detail
