Job Summary

AECOM is actively seeking an Engineer to ensure system and program level oversight for the PM by coordination with system engineering and acquisition activities necessary to execute the scope for the Platform, including providing the appropriate level of oversight (Management and Coordination) across the PEO C4I / COMSPAWARSYSCOM Enterprise.

The position requires working within an IPT environment, synthesizing inputs from all stakeholders and system documentation to identify key capabilities, missions, activities, systems of systems technologies, and the relationships between them.

Essential Responsibilities Include:

  1. Submarine Shore Integration support, planning, and scheduling to include PMW 770 products and those from Component Programs of Record (CPOR) being installed at Submarine Shore sites.

  2. Provide Submarine Shore Integration support during PMW 770 and CPOR meetings/IPTs and perform tasks related to Submarine Shore integration efforts.

  3. Develop and manage a comprehensive graphic Shore Integration Plan used by PMW 770 for coordination and evaluation of all shore installation efforts with the Fleet.

  4. Provide recommendations for risk mitigation and improved C4I shore integration by coordinating with Advanced Planners, Product PMWs, Fleet Readiness Directorate and the Fleet, while also evaluating the Synchronized Fielding Plan, CAPS and SPIDER databases.

  5. Coordinate monthly Platform Configuration Control Boards (PCCB) to evaluate Navy Modernization Process (NMP) milestones and installation maturity of C4I builds and baselines with key stakeholders (SPAWAR 5.0 Engineers, SPAWAR 4.0 Logistics, and Fleet Readiness Control Board management) in support of monthly PCCB brief.

  6. Perform capability and requirement analysis for Navy combat and communication systems architectures.

  7. Develop and implement integrated program strategies and plans to ensure business, technical, and customer requirements are achieved.

  8. Ability to interface with Navy Program Office personnel to articulate program position, status and strategies.

  9. Ability to collect, organize and analyze data; summarize findings; develop conclusions.

  10. Develop presentations that highlight model development status and present at customer design reviews.

Minimum Requirements

  • Bachelors degree in Engineering, Computer Science, Mathematics, Physic, Information Systems or related scientific field.

  • At least 8 years of job-related experience or a Masters degree equivalent.

  • Good communications and analytical skills; working knowledge of computer systems and integrated software application programs.

  • Position may require travel.

  • Position requires the ability to pass and maintain a Secret Security Clearance.

Preferred Qualifications

  • Recent experience with Submarine Command, Control, Communications, Computers and Intelligence (C4I), and submarine communications programs.

  • Background in performing capability and requirement definition and analysis; allocating capabilities and functionalities to requirements.

  • Experience in the design and integration of military communication systems.

  • Working Knowledge of the DOD acquisition contracting process, preferably with ACAT 1 experience.

  • An understanding of current/future Navy C4I afloat and shore-based system architectures.

  • An understanding of the Joint Capabilities Integration Development System (JCIDS) process and the Department of Defense Architecture Framework (DoDAF).

  • Knowledge of NTIRA, SPIDER, and CAPS databases desired.

  • A DAWIA (Defense Acquisition Workforce Improvement Act) Level I in SPRDE (Systems Planning, Research, Development and Engineering) certification.
