Job Summary

The Southern California PM/CM division is actively seeking a Program and Project Management Professional. The appropriately qualified applicant will be able to demonstrate experience and expertise in delivering public sector projects and more specifically K-12 and Community College education projects, aviation, water/wastewater and civic/municipal. Major responsibilities include program management oversight of educational bond programs and projects and various public works projects.

Responsibilities include, but are not limited to:

  • Plans, directs, and monitors all aspects of a program’s projects and acts as a program lead on large multi-discipline projects and programs

  • Mentors and develops staff, provides an environment which encourages teamwork, initiative and growth; guides project teams on project technical issues

  • Supervision, coordination and production of several projects concurrently

  • Builds and maintains positive client relationships

  • Involved in marketing/business development

  • Negotiates contracts and execute projects

  • Coordinates staffing plan and workload though the entire project development duration while meeting project schedules and budgets

  • Manages overall project cost and scope, schedule and quality of work

  • Implement project QA/QC

  • Plans and coordinates the execution of pre-construction activities associated with the preparation for various projects

  • Responsible for the scope, schedule and budget and overall success of multiple projects

  • Resolves complex planning, design and construction project-related issues, disputes and disagreements

  • Develops, assigns and monitors performance of the program team and Design professionals relative to assigned projects

  • Reports on project budget, schedule and issues. Provides information and analysis of project and program issues to client management and Board representatives

  • Reviews status and overall planning, design and construction project progress relative to submittal schedules. Reviews projects through all development phases, and assesses status, progress and potential

  • Coordinates with representatives from various utility and government agencies to obtain timely action on successive phases of project completion

  • Assists project team staff with A/E contracts, bid and contract planning

  • Reviews and verifies Design Professional contract scope, fees and applications for payment and performs overall fiscal management of multiple projects

  • Provides functional direction over areas of responsibility including project schedules, cost control, dispute resolution, contract administration and quality control

  • Coordinates project activities, requirements and schedules with other District organizational branches and departments such as the Office of Environmental Health and Safety, Design and A/E Technical Support, Project Execution, Facilities Contract Administration, Inspection Unit, Maintenance and Operations, local Educational Service Centers and site personnel

  • Develops and recommends internal policies and procedures

  • International travel required to both set up and operate large capital construction programs in the U.S., Latin America, South America and other countries as needed.

  • Performs other duties as assigned

Minimum Requirements

  • Bachelor’s degree in Architecture, Engineering, or Construction Management

  • 10+ years of experience as a program manager/project manager/construction manager representing owners

  • Knowledge/Experience: California K-12 and CCD; Over 5 years of Water/Wastewater; Municipal; Design Build experience, credentials, and education; public sector/government projects; and LEED experience

  • Evidence of satisfactory past performance, knowledge of codes, standards and construction/engineering processes

  • Technical Skills: Large program management experience; Design Build delivery method

  • Certificates: PMP Certification, CCM Certification, DBIA Certification

Preferred Qualifications

  • Large education bond program management experience

  • Ability to develop and maintain positive client relationships

  • Experience with different delivery methods including Design Build, CM multiple prime, etc.

  • Evidence of satisfactory past performance, knowledge of codes, standards and construction/engineering processes
