Job Summary

AECOM’s Senior Project Manager will be responsible for the overall direction & management of assigned Project Management contracts. The appointed SPM will establish and build professional relationships with Clients, other Consultants and Contractors and effectively manage AECOM’s client expectations.

Responsible for leading and managing HSE, quality & productivity performance and cost management of the Project in order to ensure Projects' specifications and Clients' quality, safety, productivity standards and other key requirements are met

Engineer’s Representative as delegated by the Project Director.

Job Duties:

  • Takes an active, personal role in the establishment, implementation and management of project Safety Management Systems and Procedures.

  • Establish a position zero blame culture of continuous improvement within a professional atmosphere conducive to maximizing staff performance

  • Promote a culture and an environment of positive ethics geared towards clear performance objectives, deliverables and deadlines whilst providing opportunities for development, progression and succession

  • Represents and is authorized to approve technical submittals and all matters related to the execution of the works on behalf and in the interest of the client

  • Responsible for all areas relating to construction activities of the assigned Terminals (4#) package of works

  • Remain knowledgeable and address all defects are identified and remediation’s requested and implemented

  • Establish a system to monitor and manage the Package Works Schedule with the appointed contractor

  • Responsible to implement and optimize construction policies and procedures to ensure collaboration between site activities, Engineering and PMO offices

  • Monitor and record construction costs against work progress

  • Remain knowledgeable and address problems related to the project in order to be able to take suitable decisions to maintain work progress

  • Create a register that details risks and strategies to mitigate and manage risks naming responsible that for each risk that may impact the project timely completion, quality, cost, environment, health and safety. Continuously monitor and update register to ensure all internal (e.g. suppliers/venders/subcontractors) and external agents of influence (e.g. Ministries, Airlines, etc.) are taken into account

  • Prepare plans on emergency site execution from the operational airport

  • Identify deviations from the project plan and advise on corrective measures

  • Ensure that all works are performed in accordance with industry standards and specifications and are consistent with the requirements of the Contract.

  • Leads site safety inspections and attends the site safety committee with Contracting Entity Staff and implements and enforces procedures as agreed per approved HSE plans to promote a Zero accident policy

  • Enforces Quality control procedures as agreed per approved contractors Quality Management System via inspection, audit, reporting, & sign off

  • Plan, direct and coordinate all activity on site with reference & the overall master Redevelopment Scheduled

  • Participate in the development and implementation of goals, objectives, polices and priorities for construction management and inspection activities

  • Participate in the development and administration of the works inspection program and coordinate inspection activities with those of the contractor

  • Monitor work progress while ensuring compliance with the contractors construction Schedule

  • Ensure site offices contain all the required facilities including public utility services, means of communication, security protection, etc. for staff as well as employer and devolve with copies of contract documents as the end of project

  • Work closely with contractor and sub-contractors to determine construction means and methods and the most appropriate work execution methodology.

  • Collect, assimilates, prepare reports and present data to the client (as well as AECOM management) in respect to cost quality and time perimeters

  • Interact and build professional relationship with Client, Contractor, local agencies, etc

  • Oversee all coordination between work preparation, execution, commissioning and handover of the Project

  • Leads and manages the Senior Commercial Manager, Site Planning Manager and other appropriate staff in the evaluation of the contractor payment applications

  • Train, motivate and evaluate AECOM Site personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement initiatives to exercise a professional PMC service provision

  • Monitor site activities and identify overlaps with airport operation

  • Ensure work items are executed according to approved drawings and specifications including temporary facilities

  • Deploy field inspectors to observe contractors' performance and progress

  • Monitor workflow progress against agreed schedule and request additional manpower and equipment when delays occur

  • Prepare a monthly contract monitoring report detailing actual achieved production of contractors and workflow progress compared to scheduled works

  • Monitoring provisional works drawings, materials' quality lists, materials orders, material stock for digging and backfilling and engineering services of direct construction support

  • Ensure contractors safe and secure transport of materials and equipment (without any hindrance to airport or operations on others construction works).

  • Hold weekly meetings with contractors to review work progress, resolve current and/or anticipate work related issues, highlighting deviations and advising on corrective actions

  • Monitor security procedures, as the areas within the airport which have been formally transferred to the Contractor for purpose of executing their Contracted scope of works

  • Administrates the project and is responsible for the adherence to the project contractual requirements in all matters.

  • Corporate Roles & Responsibilities:

  • Maintain and continually update Oracle Time & Labor (OTL) mapping to ensure integrity of time sheet approval within Department and/or Project Team, as appropriate.

  • Acts as the Company representative for all day to day Contract matters with the Client during the program execution.

  • Understands and develops Client’s Brief.

  • Negotiates changes to the scope of work with the client and contractors.

  • Responsible for following up on instructions & commitments associated with the project.

Minimum Requirements

A Bachelor’s Degree in Civil Engineering or Project / Construction Management

Applicants would ideally have a minimum of 15 years’ overall Project Management experience, with the last 4-6 years as a number 1 on a mid-sized project, or number 2 on a large scale program.

Ideally the candidate will have Airport experience

Preferred Qualifications

  • Good working knowledge of Internationally-accepted Project Management, construction industry principle and practices / safety / quality management systems.

  • Understanding of Construction Law. Seeks advice as appropriate.

  • Good knowledge of design processes and systems.

  • Good knowledge of current construction technology.

  • High level of critical thinking, problem solving, numeracy and English literacy skills.

  • Good negotiation skills.

  • Ability to work in a matrix organisation.

  • Clear verbal communication skills.

  • Uses diplomacy and tact in discussions with other parties. Contributes to team building and enhancing morale across the team / project.

  • High level of computer literacy
