About the Business Line

AECOM has joined with Bechtel to create an LLC, known as the Waste Treatment Completion Company (WTCC) to construct, start-up and commission the world’s largest radioactive-waste treatment plant for the U.S. Department of Energy (DOE) in southeastern Washington state. The project will use vitrification technology to process and stabilize 53 million gallons of radioactive and chemical waste currently stored at the Hanford Site which is a byproduct of plutonium-production during World War II and the Cold War era.

The project is the largest undertaking of its kind ever and one of DOE’s most technically challenging cleanup projects—equivalent to building two nuclear power plants. Its construction site spans 65 acres and includes facilities for pretreatment, low-activity waste vitrification, and high-level waste vitrification, as well as an analytical laboratory.

Job Summary

Reports to the Facility Training & Procedures Manager and is responsible for execution activities for plant training & procedures development and maintenance. Responsible for developing and maintaining the plant operating procedures to support safe and compliant operations of systems and facilities. Responsible for developing, conducting, and maintaining training materials to qualify commissioning technicians, maintenance, laboratory technicians, radiological technicians, and technical support personnel, to support safe and compliant operations of systems and facilities. Performs work in accordance with Plant Management and other applicable project procedures in accordance with policies and all applicable laws, regulations, Contract, Authorization Basis, and technical requirements.

This position shall be performed under the day-to-day direction, control and supervision of WTCC.

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Administering facility training process activities including:

  • Developing training - task analysis, training requirements identification, course design, course development, quality verification, course review and approval process

  • Conducting training - instructor training, training program descriptions, classroom and student scheduling, conduct training, training examinations, student qualification

  • Revising training - review and incorporate revisions due to program changes, procedure changes, design changes, lessons learned

  • Developing, and revising training courses for commissioning technicians, maintenance, laboratory technicians, radiological technicians, and technical support personnel

  • Implementing the training program to qualify commissioning technicians, maintenance, laboratory technicians, radiological technicians, and technical support personnel to ensure staff have the knowledge and skills to commission and operate the facility in a safe and efficient manner

  • Administering procedure process activities including:

  • Developing procedures - component noun naming, procedure requirements identification, procedure design, procedure development, quality verification, procedure review and approval process

  • Revising procedures - review and incorporate revisions due to program changes, design changes, lessons learned, operating experience

  • Developing and revising facility operating procedures, alarm response procedures, maintenance procedures, TSR surveillance procedures, abnormal operating procedures, and emergency operating procedures

  • Ensuring that personnel responsible for the commissioning of the facility have complete, technically accurate procedures to operate the facility in a safe and efficient manner

  • Coordinating communication among support groups and the area facilities to ensure optimum support of completing commissioning phase operations training and procedures scope

  • Performing observations and assessments to ensure activities are safely and correctly conducted

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

Minimum Requirements

Education/Experience:

Bachelor of Science degree preferably with courses in education or training that focus on instructional analysis, design, development, delivery and testing as well as evaluation of training programs, or technical procedure development.

And

6 years technical plant operations experience including technical training and/or procedures development and implementation experience. Preferred candidates will have experience in Naval Nuclear, Department of Energy Nuclear, or Commercial Nuclear Operations.

Or

Associates degree preferably with courses in education or training that focus on instructional analysis, design, development, delivery and testing as well as evaluation of training programs, or technical procedure development.

And

8 years technical plant operations experience including technical training and/or procedures development and implementation experience. Preferred candidates will have experience in Naval Nuclear, Departmentof EnergyNuclear, or Commercial Nuclear Operations.

Or

No degree preferably with courses in education or training that focus on instructional analysis, design, development, delivery and testing as well as evaluation of training programs, or technical procedure development.

And

10 years technical plant operations experience including technical training and/or procedures development and implementation experience. Preferred candidates will have experience in Naval Nuclear, Department of Energy Nuclear, or Commercial Nuclear Operations.
