Role:* Leadership, management and integration of the Software Projects and Engineering functional support area, including overall responsibility for management and development of assigned staff, technical oversight and quality assurance for functional area execution. * Provide cost effective innovative process and automation engineering services to the TOC in an objective, timely and responsive manner to ensure achievement of company goals and project objectives. Responsibilities:* Promote a positive, safety-conscious, and collaborative work environment consistent with the WRPS mission, vision, and values. * Implement ISMS, VPP, and EMS responsibilities in the Software Projects and Engineering functional support area.* Effectively lead members of the Software Projects and Engineering team including encouraging their professional development and establishing arrangements that allow them to perform effectively in their lead area.* Provide verbal and written reports and formal presentations to Management, and/or the DOE-(HQ, ORP, DNFSB) and with other internal/external oversight agencies. * Provide daily interface with Software Projects and Engineering staff, operations, maintenance, engineering management and vendors relating to work scope and milestone commitments. * Lead the development of a strategic plan and deployment plan for plant installed software related to process software engineering scope.* Provide a Software Projects and Engineering capability able to support TOC operations, maintenance and project delivery including the provision of specialist subject matter expert (SME) resources critical to the successful delivery of TOC scope. * Ensure that engineering support staff are suitably qualified and experienced including the establishment and maintenance of any required qualifications. * Ensure qualified technical resources are available for successful execution of Software Projects and Engineering. * Lead the establishment, implementation, ongoing life-cycle maintenance, assessment and interpretation of key processes, procedures, and standards, including:o Plant installed softwareo Process software engineering o Configuration management o Facility support software systems* Lead the establishment and administration of the Software Projects and Engineering functional support area system * Lead the design, development testing, deployment of process software projects and productivity application and engineering. * Lead the implementation of process software configuration management and software quality assurance programs.* Lead the provision of process software development, monitoring and deployment of operations productivity tools in support of operations, engineering and maintenance. * Serve as the Work Package Manager (WPM) for Software Projects and Engineering-related cost accounts. * Serve as the chair of the Plant Installed Software Change Control Board.
Education:Bachelors degree in Engineering or Computer Science plus 8 years experience or equivalent combination.Experience Requirements:At least five years experience with operating facility (commercial or DOE). Experience with software project management and software engineering support, to corrective and preventive maintenance of facility systems, including work package development and planning, and experience working with operations and facility personnel. Also other required experience to include: - Management of software engineering and technical staff - Software Project Management and Engineering - Software Lifecycle Documentation - Software Quality and Software Configuration Management for operating facilities. - Proven Software Project Management, Project Estimation and Project Execution Skills - Cost & Schedule Forecasting, Cost Tracking, Work Assignment, Planning & Execution
- Startup and Testing Experience - Operations and Engineering experience in multiple facilitiesCommunication:Excellent interpersonal skills and communication needed to facilitate project milestones. Must be able to communicate clearly and concisely to both subordinates and upper management. Take prompt action to accomplish objectives. Identify/understand issues and opportunities.Initiates and participates in group problem solving discussions with personnel at all levels of staff. Desired coaching provided via direct interaction in the field or by leading formal training sessions. Reads situations quickly, effectively pursues agreements, and settles disputes as equitable as possible. Able to take unpopular stands when necessary.
