This position reports directly to the Manager of Procurement Services and will be responsible for supervising a team of procurement specialists and managing all aspects of the subcontracts function within WRPS. The selected candidate will work as part of the management team and must be able to provide responsible advice and counsel on a wide range of subcontracting issues. The candidate must possess excellent team building, leadership, and people skills. The candidate may also be required to periodically perform "hands on" subcontract management duties, or other related tasks as required/directed. The selected candidate will be responsible for the overall leadership and assuring strict compliance to all company and government contracting policies and regulations. The selected candidate must possess in depth knowledge and understanding of government contracting regulations (FAR, DEAR, CAS, TINA) best subcontracting practices, and possess extensive experience and understanding of multiple contract types. The individual must have the ability to develop and implement subcontracting strategies and objectives, broad proposal experience to include expertise in analyzing and creating RFP's SOW's, and identifying risks and assist in developing risk mitigation strategies and cohesive negotiation strategies. Exceptional customer service, communication skills, and experience in interfacing with all levels of management including customers as required.Comply with WRPS policies and procedures.Ensure ISMS Principles are incorporated into organization's activities.
Bachelors degree in Business Administration or related field plus 10-12 years of Contracts/Procurement experience in a Federal Government/Contractor FAR/DEAR environment, or equivalent combination of education and experience.
- Thorough knowledge of subcontract formulation, Supply Chain practices, and pre/post award subcontract administration. - Proven negotiation skills with the ability to define strategies and lead complex negotiations.- Earned Value Management System (EVMS) experience.
