The successful candidate will be responsible for applying sound judgment and experience to effectively lead the estimating effort for a large EPC radiologic and hazardous waste treatment project for the Tank Operations contractor. This position serves as the primary Estimating Department interface to the Project. The position will insure estimating requirements are incorporated into all Project estimate, whether developed by the A/E subcontractor or WRPS staff.Duties will included:Comply with WRPS policies and proceduresPreparation of estimates (proposal, fair cost, conceptual, definitive design, study, Performance Measurement Baseline, etcReview of estimates prepared by the A/E subcontractor or other WRPS staffThe preparation of estimates includes coordinating with CAMs and SMEs to understand the scope of work / project execution plan and develop resource requirements, develop Estimate Plans, write Basis of Estimate documents, develop appropriate backup and coordinate estimate reviews. When detailed information is available reviews specifications and drawings/sketches for the preparation of the cost estimates. Performs detailed quantity takeoff of drawings or sketches. Applies appropriate cost elements (e.g. overhead, escalation, contingency, profit) as applicable to contract type. Prepares, maintains, reviews and revises life-cycle estimates for programmatic activities and line-item construction projects. Support WRPS's planning process for development of an integrated scope, schedule and cost baseline and baseline changes thereto. Prepares Cost price analysis of subcontractor/vendor prices. This may include independent fair cost estimates. It may also include the independent review and assessment of project estimates, A-E proposals, requests-for-proposals (RFP's) or fixed-price bids. Estimators may also support external DOE and stakeholder cost and budget reviews and audits.Demonstrate commitment to the WRPS Vision and its core valuesAccountable for safety of self and organization based on the principle of no injuries to anyoneMake customers and their needs a primary focusSet high standards of performance for self and othersProvide support to all internal and external assessments and audits
Bachelor's Degree in Business, Engineering or related field and 7 or more years related experience or a combination of education and experience. Advanced understanding of Federal Acquisition Regulations (FAR), Part 15. Ensure proposals estimates and related documents comply with all FAR and internal requirements. Experience estimating large Federal Government projects - DOE or DOD.Experience estimating in an environment that includes radioactive and hazardous waste components.
Experience estimating large process facilities. Technical Skills Field experience is a plus.Working level knowledge of the EVMS
