Job Summary

AECOM is looking for a

Laboratory O&M Manager for Plum Island Animal Disease Center to work in our Plum Island, New York location.

PLEASE NOTE: This position is contingent upon contract award.

Key Roles and Responsibilities:

Responsible for the facility O&M related to the research and diagnostic activities are conducted within BSL-2 , BSL-3, ABSL-3 and BSL-3Ag bio containment facilities at PIADC as defined by the Centers of Disease Control and Prevention (CDC)/National Institutes of Health (NIH) Publication "Biosafety in Microbiological and Biomedical Laboratories" and USDA Publication "Laboratory Design Standard 242.1".

Responsibilities include:

  • Maintain, update, or amend as necessary the Facility SOPs in order to continually improve the safety, effectiveness, and efficiency of provided services

  • Develop new procedures as new technology or equipment comes on line, is installed or when obsolete equipment or technologies are no longer employed or relevant.

  • Proper monitoring and maintenance of air filtration systems throughout the laboratory is paramount to reduce the risk of cross-contamination within the Facility and ensure an environmental release of Select Agent does not occur

  • Monitor/certify/repair and maintain Class II biological safety cabinets (BSCs)

  • Maintenance and annual testing of the performance of interior and barrier airlocks

  • Maintenance and annual performance testing of perimeter air-gasket emergency exit door systems

  • Monitoring/quarterly challenge testing/repair and maintenance of autoclaves and steam sterilizers

  • Perform biological decontamination of materials, equipment and vehicles within and from PIADC bio containment areas including animal transfer trailers using approved methods (i.e., autoclave, gaseous fumigation, and liquid chemical applications), and management of the Facilities Biological Indicator Quality Control Laboratory

  • Perform routine Facility inspections to check for abnormal operation of equipment or abnormal conditions to maintain a safe, secure, and healthy work environment, to prevent release of pathogens and to minimize any disruption to the scientific mission from non-operational equipment.

  • Maintain/repair PIADC Animal Isolation Rooms (ABSL-3 and BSL-3 Ag classifications per the NIH publication Biosafety in Microbiological and Biomedical Laboratories) where large animals are loose-housed for experiments, and associated corridors, storage areas, laboratory spaces, and Necropsy Suites in a timely manner and in accordance with applicable standards

  • Accountable to the Program Manager for Control Account performance; authorized by and accountable to the Program Manager for resources to complete cost, schedule, and technical objectives.

  • Participate in Program Reviews, Integrated Baseline Reviews (IBRs) and other project or management reviews.

Minimum Requirements

  • Bachelor's degree in accounting or demonstrated equivalent combination of education, training and 5+ years of experience in a laboratory setting.

  • Supplemental and Complementary — Needs to understand estimating terminology, measures, concepts and principles for compiling bid proposals and construction means, methods, and sequences.

  • Ability to read and interpret drawings, specifications, Requests-for-Proposals and contracts.

  • Understand Earned Value Management (EVMS) theory and application.

  • Understand and apply the Estimating System Pricing Guide.

  • Knowledgeable of and applies the standard Chart of Accounts.

  • Position may require the ability to pass and maintain a Security Clearance.
