Job Summary

AECOM is actively seeking a creative, highly talented Cost Consultant for immediate employment in the Philadelphia OR Pittsburgh, PA office.

The responsibilities of this position include, but are not limited to:

  • Assists or provides estimates, Basis of Estimates, and analysis for all project phases; conceptual, schematic design, design development, construction documents, Bid, procurement and closeout

  • Prepares cash flows and cash flow schedule

  • All facets of the Project Controls function

  • Development and use of the company project costs benchmarking program

  • Establishes and maintains cost databases

  • Executes quality assurance in project deliverables

  • Performs in the analysis and utilization of estimates to predict key project risks

  • Works with the Project Manager and project stakeholders in presenting, trouble-shooting, improving estimates, preparing budgets and performance plans

  • Reconciles current project estimate comparisons with previous performance and market benchmark data

  • Development of change order estimates and managing the change order process

  • Develops proposals and assists with Business Development and Marketing with manager input and approval

  • Provides cost estimating functions including, but not limited to, independent cost estimates, cost impact analysis, cost analysis, and cost forecasting

  • Provides preliminary construction project and program budgets with limited design information.

  • Prepares independent cost estimates for project change notices; evaluates and/or validates contractor's proposed project change costs

  • Manages a team of cost professionals and helps develops junior staff.

  • Coordinates directly with consultant architectural and engineering (A/E) estimators and construction contractors in the preparation and verification of the accuracy of all A/E Design to Estimates (DTEs), initial construction bid estimates, and construction change notice cost estimates. May visit construction site to visually examine the proposed construction change(s)

  • Provides direct oversight and review to consulting estimators in the preparation of independent cost estimates related to project development, construction change orders, and budget development

  • Quantifies project risks to help develop an adequate level of contingency on the associated projects, and provides narrative explanations for risk levels and associated factors impacting the project's risk rating

  • Maintains knowledge of industry expert forecasts as well as current economic indicators to support accurate cost estimating and cost forecasting in support of Airports including, but not limited to, Producer Price Indexes (PPIs) for Construction Materials and Components, wage and benefit indicators on construction labor, and other econometric indicators that impact potential estimating assumptions

  • Communicates and interacts effectively with internal and external business contacts including, but not limited to, other members of the unit/team, other Airports Authority employees (such as executives, managers, supervisors, professionals, and support staff), and vendors/ consultants/tenants/contractors

Minimum Requirements

  • Bachelor's degree in engineering, architecture, construction management or quantity surveying required

  • 10+ years of experience working on project design, construction management or construction

  • Understanding of construction means, methods, and sequences

  • Use of design, project management, cost, & planning software

  • Understanding of Earned Value Management (EVMS) theory and application

  • Advanced skill level in Excel and intermediate knowledge of Windows, Word, PowerPoint, Publisher, and Outlook

  • Excellent verbal and written communication skills

  • Must be detail oriented, thorough, well organized and effectively manage time

Preferred Qualifications

  • Large Airport program experience
