Job Summary

AECOM is actively seeking a Transportation Program Manager with a mix of management, engineering and client service experience for immediate employment in the Phoenix, Arizona office. The appropriately qualified candidate will be able to demonstrate successful program management of public sector transportation projects.

The ideal Transportation Program Manager will be a technical expert, personal connector, and outstanding project manager. This person will be a transportation engineer by training with an in-depth knowledge of transportation planning and engineering, performance measures, project selection, development, design and delivery standards and procedures and the funding, rules, and policies governing planning, project development, and project delivery. They will also have specific knowledge of Complete Streets, and experience designing and delivering multimodal transportation projects. This position’s work may also include leading studies, reports, and trainings and this person will act as lead on certain projects. Experience managing staff, budget, and grant timelines is preferred.

The candidate will have a strong background and experience in implementation of multi-year capital improvement programs including public transportation and the delivery of large transportation projects. Experience should include familiarity and understanding in working with FTA, FHWA, ADOT, MAG, Valley Metro and MCDOT. The successful candidate will be familiar with traditional and alternative project delivery methods. Significant experience in the successful, timely and on-budget delivery of multimodal transportation projects and well as project monitoring tools, quality control and assurance programs, budget and schedule management, cost growth and project change management as well as project closeout, acceptance procedures and documentation control.

The program manager will be responsible for:

  • Program administration and coordination of a multimodal transportation program

  • Performance measures and work plan development

  • Planning, programming and prioritization of capital improvement projects

  • Project management

  • Feasibility studies and conceptual design

  • Develop project schedules and cost estimates

  • Federal, state and local agency coordination

  • Management of consultant and vendor pool

  • Cash flow research and analysis

  • Design review

  • Speak publicly before elected officials, transportation professionals, and the general public.

  • Public involvement, education and outreach

  • Website and social media communications

  • Preparation of program annual report

Minimum Requirements

  • Bachelor’s degree in civil engineering or related field

  • 10+ years of experience with at least 5 years as a manager on significant transportation infrastructure projects

  • Professional engineering license in AZ or ability to obtain through reciprocity

  • Thorough knowledge of the engineering and contract delivery process including planning and feasibility analysis, preliminary engineering, final design and design-build

  • Adept at interacting with senior agency management and technical counterparts

  • Capacity to manage multi-disciplinary technical teams

  • Basic computer literacy in word processing and Microsoft Excel

  • The ability to lead teams

  • The ability to manage their time to accommodate multiple assignments

  • A dedication to delivering high quality work

  • Self-starter and detail-oriented

  • Excellent writing, oral communication, research, technical, and organizational skills

  • Due to the nature of the work, US Citizenship is required

Preferred Qualifications

  • 15-20 years of relevant professional experience a plus

  • Experience as project manager on transportation infrastructure projects with significant roadway components

  • Senior level transportation project delivery experience with local counties and municipalities in Arizona

  • Third party coordination experience with public utilities, transit agencies, or other agencies

  • Demonstrated success in achieving scope, schedule and budget goals on transportation projects
