Job Summary

AECOM is actively seeking a highly motivated Incident Management Specialist for employment in the Ocoee, FL office.

This position provides consistency and uniformity to the Safety Service Patrol, STARR and RISC programs.

The responsibilities of this position include, but are not limited to:

  • Coordinates operational activities

  • Assists in leading TIM teams

  • serves as subject matter expert responsible for communicating with national and state agencies regarding Incident Management (IM)

  • Monitoring IM performance measures, and oversees FEMA mandated National IM System (NIMS) training

  • Works on a national and statewide basis to directly enhance and improve roadway clearance and emergency/incident management efforts

  • Responsible for coordination with Roadway Maintenance, Construction and Facilities

  • Related to the incident management program issues associated with the Safety Service Patrol, Specialty Towing and Roadside Repair (STARR), and Rapid Incident Scene Clearance (RISC) Programs

  • Responsible for implementation of operational policies and procedures for Safety Service Patrol, STARR and RISC Programs contracts

  • Provide feedback in the TMC development / training – including quality control/quality assurance related to Safety Service Patrol, STARR and RISC Programs

  • Responsible for field technical oversight and inspections of Safety Service Patrol, STARR, RISC Contractors, RISC Operations personnel and equipment

  • Participate in internal and external meetings related to the Safety Service Patrol, STARR and RISC Programs representing the TMC/Incident Management area

  • Notify the Incident Management Program Manager when issues develop related to the performance of the Safety Service Patrol, STARR and RISC vendors under the provisions of their contracts

  • Assist in coordinating activities associated with Emergency Operations and hurricane evacuation and response as directed

Safety Service Patrol Support:

  • Research and document current best practices of Service Patrol operations.

  • Develop a training program to include topics such as disabled vehicle practices, incident documentation, dealing with the public, proper use of equipment, service patrol vehicle operation, vehicle positioning and driving practices, hazardous materials awareness, diesel fuel and non-hazardous materials spill handling, liability issues, supporting other agencies, traffic control practices, clearance procedures, and national and statewide department of transportation (DOT) policies that apply to the Safety Service Patrol contracts

  • Perform ride-along with Safety Service Patrol contractors and state resources to determine compliance with safety policies and also to determine existing operator practices

Performance Measures:

  • Coordinate information gathering from the Traffic Management Centers, Safety Service Patrol Project Managers and others as needed

  • Develop and assemble performance measure information into quarterly and yearly reports

  • Assist in the development of statewide performance measures

  • Complete and evaluate a Safety Service Patrol Manual with standard operating guidelines for Safety Service Patrol Operations

  • Ensure IM activities are in compliance with departmental, state, federal regulations

  • Moderate and observe incident debriefings for compliance and as training for participants

  • Oversee the identification, implementation, and integration of new technologies and best practices that will fully support agency-wide incident management initiatives

Specialty Towing Contracts:

  • Support and facilitate development of specialty tow contracts for client roadway systems

  • Help develop contracts and outreach efforts to industry partners

TIM Training:

  • Evaluate existing training, revision, presentation and development of a standardized multi-agency TIM training class

  • Work directly with client executives and managers to identify and implement daily Incident Quick Clearance initiatives, as well as oversee inter-discipline and interagency IM training

  • Work with national, state and local law enforcement agencies, as well as emergency services and the towing industry to build essential partnering relationships that create statewide proactive incident and emergency management objectives and goals

  • Develop policies and procedures that support incident management activities and coordinate operational activities utilizing traffic-engineering experience

Minimum Requirements

  • High School Diploma

  • 8+ years of related experience including 5 years of field experience in applying incident management, incident command, and experience in emergency management

  • Successfully pass the Joint Task Force on State Agency Law Enforcement Communications (JTF) background check

  • Training in Basic HAZMAT, Emergency Vehicle Operations Course; Technical Report Writing; National Incident Management System (NIMS) 100, 200 and 700; Advanced Maintenance of Traffic (MOT); National Traffic Incident Management Responder course; and First Aid/CPR

  • Valid driver’s license in good standing

  • Due to the nature of this work, U.S. citizenship is required

  • Due to the nature of this work, qualified applicants who are offered a position must pass a pre-employment substance abuse test

Preferred Qualifications

  • Preference given for National Traffic Incident Management Responder Course certified trainer experience

  • Preference given for Express Lanes Operations field experience

  • Preference given for responder on-scene command experience, tow industry experience, Safety Service patrol, or other related operational experience
