This position reports to the Supply Chain Compliance and Subcontracts Manager and the working title is Receiving and Disposition Supervisor.
Provides comprehensive operational support to project within the UCOR material receiving and excess government property disposition function.
Performs duties associated with the daily operation of the receiving and disposition facility including the direct supervision of the represented labor workforce.
Duties require a thorough knowledge of specific subject matters, e.g., receiving and excess material disposition practices, and procedures. Assists in employee development/utilization by sharing general knowledge of company and people issues. May direct the activities of others. Coordinates and monitors work flow and quality of work within assigned area.
Supervises represented labor personnel as assigned.
Provides functional and operational guidance to projects and departments on materials handling and excess government property management and other specialized activities.
Performs special assignments that require comprehensive knowledge of administrative systems, processes, and procedures, with the ability to analyze, interpret, and make recommendations.
Ensures that lessons learned on projects are communicated to new and existing projects and associated staff.
Ensures that the UCOR safety culture is fostered and maintained through daily meetings, lessons learned reviews, tailgate discussions, and operational area walk downs.
Helps recruit and train material handling clerks and other support personnel.
Provides input to daily work planning of assigned material handling staff.
Coordinates staffing, training, counseling, employee development, and other personnel-related programs
Develops complex administrative procedures.
Keeps abreast of advances in automation technology, equipment, and software applications associated with material handling practices.
Provides input and assists in the implementation of material handling and excess government property disposition management systems.
Investigates and evaluates new technologies and approaches to improve material handling work processes.
Coordinates and executes the independent annual government personal property physical inventories on a sample basis as established by the UCOR Personal Property Administrator.
Ensures that receiving and disposition staff are current in their qualifications to perform assigned duties and including equipment operations.
Prepares complex reports with emphasis on information analysis. Independently resolves problems in specialized areas.
May act as the building Emergency Warden.
Support the LEAN Program by identifying and working to eliminate waste from work processes.

Bachelor’s degree or equivalent combination of relevant experience and education
Minimum 10 years of administration experience
Demonstrated leadership qualities with emphasis on continuous improvement and team building
Skilled in business usage of the English language
Excellent oral and written communication skills
Ability to extract and compile data for reports and conduct studies of an analytical nature
Ability to motivate and direct personnel
Ability to analyze and interpret information and make recommendations for studies, such as financial performance and workload forecasts
Understanding of operation of UCOR standard computerized systems and other information transmission systems
Technical knowledge of a specialized engineering discipline, contracts administration and/or cost and scheduling relating to the construction of heavy industrial projects or commercial complexes
Computer literate in word processing, spreadsheet and database applications in accordance with current UCOR Standard Application Program standards
Awareness of environmental compliance laws and requirements
Awareness of government compliance standards
Knowledge of UCOR’s “Zero Accident” safety program
Familiarity with current industry quality standards
Ability to obtain a DOE security clearance
