AECOM’s Global Support Services (GSS) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs. Job Summary

AECOM is seeking Maintenance Team member Project Support Engineers to provide engineering and technical services for Mid-Atlantic Regional Maintenance Center (MARMC).

  • Provides oversight for Mid-Atlantic Regional Maintenance Active as Lead Maintenance Activity’s development and management of Integrated Test Plans in accordance with applicable NAVSEA Standard Items.

  • Serves as the Government’s representative on the Total Ship Testing Task Group for individual ship availabilities as outlined in NAVSEA Standard Item 009-67.

  • Conducts fact finding visits to ships in maintenance availabilities and industrial facilities.

  • Evaluates and analyzes production schedules, test schedules, and various Plans of Actions and Milestones (POAMs) from a variety of sources and maintenance providers as they pertain to the execution of the Integrated Test Plan.

  • Liaisons with NAVSEA project engineers and test personnel and other personnel, as required.

  • Participates in all relevant availability planning, production execution and test meetings during the planning and execution phases of individual ship availabilities.

  • Leads MARMC’s work certification process for individual ship availabilities and facilitates completion of work certification processes by all maintenance activities. Coordinates work certification efforts between Government Project Team, LMA and ship’s force.

  • Evaluates Objective Quality Evidence (OQE) for completed tests, evaluates results for completeness and accuracy, and coordinates with Project Support Engineers to technically adjudicate issues.

  • Provide detailed briefs and periodic status reports to senior Government managers regarding the work certification status and test program execution on individual ship availabilities.

  • May require participation on Sea Trials.

  • Position requires personnel to go onboard ships in an industrial facility.

  • Monitor technical and status reports for accuracy using technological techniques to increase efficiencies and control costs.

  • Perform engineering/technical services, monitoring and reporting during CNO availabilities and continuous maintenance events.

  • Perform engineering/data and technical services, monitoring and reporting in support of CNO availability close out, deployment preparedness, assessments, and INSURV readiness.

  • Perform all other position related duties as assigned or requested

Minimum Requirements

General Experience:

  • Twelve (12) years’ experience within the last 25 years in the installation, operation, repair, testing and maintenance of naval or marine propulsion and ancillary equipment or ordnance systems. At a minimum of six (6) of the years should have been in a position of team leader or coordinator over a subordinate work force involved in the physical maintenance and repair of electronic or electrical equipment or systems.

Specialized experience:

  • Five (5) years experience within last 10 years:

  • 600 PSI or 1200 PSI steam propulsion, diesel propulsion or gas turbine propulsion and auxiliary equipment at a level equivalent to the qualification of an engineering officer of the watch;

  • A minimum of two (2) of the years in availability planning, modernization, repair and testing of shipboard equipment and systems;

  • A minimum of one (1) of the years as a technical instructor or as an IMA quality assurance inspector

  • 3 years experience in identifying shipboard material conditions requiring a Departure From Specification (DFS) report.

  • Experience in writing, tracking managing a DFS data base.

  • 3 years experience or familiarity with reports generated during CNO availabilities and CMAVs, specifically Condition Found Reports (CFRS), Engineering Service Requests (ESRs), and Liaison Action Requests (LARs).

  • 3 years experience in reviewing ship repair and testing technical documents including NAVSHIPS drawing, Government Specification for Overhaul and Technical Manuals.

  • Experience with Maintenance Team integration, Integrated Project and Development Team (IPDT) process, work package development, and Work Specification review.

  • Familiarity with the Joint Fleet Maintenance Manual and NAVSEA Standard Items.

  • Requires ability to go aboard ship and enter ship repair industrial areas.

  • Experience required in investigating, troubleshooting, and design solutions to problems with HM&E and C5I systems.

  • Position will require brief underway periods for system evaluation and testing.

  • Position requires travel.

  • Position requires an ACTIVE Security Clearance

  • Capable of obtaining a Common Access Card

**Candidates with experience while ship’s force in leadership positions during CNO availabilities or previous tours as TYCOM inspection teams suffice as 3 years experience and clearly stated in resumes. Senior Enlisted/Division Officer/Department Head shipboard experience during multiply CMAVs and CNO availabilities suffice

Preferred Qualifications

  • Surface Warfare Officer or Enlisted Surface Warfare qualified

  • Engineering Officer of the Watch or Combat Systems Officer of the Watch

  • DoD or private ship yard planner/estimator/production supervisor/quality assurance

  • Qualified Steam, Gas Turbine, and/or Diesel Qualified Engineering Officer Of The Watch

  • Qualified Combat Systems Watch Officer

  • DoD or Private Shipyard planning, estimating, quality assurance

  • Desired is a minimum of four (4) of the years in administration of the Navy 3-M and supply system
