Job Summary

AECOM is seeking a highly talented Project Engineering Manager to work in the New Orleans, LA office. This position is contingent upon contract award with an anticipated hire date in August 2017.

Position Description or Typical Responsibilities:

The Project Engineering Manager is the AECOM Representative communicating directly with client and leads the project team in the execution of the projects. Provides oversight to lead discipline engineers, project administrators, project controls representatives and procurement representative assigned to the project. Manages large and small projects, providing overall design coordination. Ensures ensures client expectations and contract obligations are met. Provides Business Development support as needed. Follows AECOM Project Management, Quality Assurance and Accounting procedures.

Specific Duties include:

  • Proposal development including development of engineering scope of work, budget and schedule

  • Contract Negotiations

  • Initiate setup of project in AECOM Accounting System

  • Planning/Scheduling of resource requirements for project

  • Coordinate design issues with team and facilitate resolution of inter-discipline problems.

  • Support lead discipline engineers and other team members so they can perform their jobs efficiently.

  • Respond to client requests in a timely manner and appropriate manner

  • Document decisions made through all forms of communication with clients and team members.

  • Manage changes to engineering scope and obtain written client approval on all changes before proceeding with work.

  • Manage engineering budget and ensure profitability; familiar with Earned Value Analysis

  • Ensure timely invoicing and collection of payments from clients.

  • Ensure proper closeout of project including transmittal of final documentation to client and AECOM electronic and hard copy filing.

Primary Responsibilities:

  • Assists with the establishment and implementation of project manpower needs and coordinates technical activities among disciplines.

  • Identifies and ensures compliance with regulatory, licensing and state requirements.

  • Conducts the design of a technically sound, safe and operable plant with a high degree of reliability.

  • Creates the optimum balance between design plant costs and costs of service.

  • Prepares and issues Engineering Execution Plans (EXP), and ensures that all necessary and appropriate client requirements, procedures and standards are incorporated.

  • Compiles lists from each discipline to develop master document list for project.

  • Develops plan to support procurement of all engineered items to be purchased for project in conjunction with the Project Materials Manager.

  • Works with Materials Management and Construction to develop subcontract and work package descriptions that are consistent with the contracting plan for the project.

  • Coordinates development of work-hour estimates and transfers information to Project Controls for preparation of engineering cost estimate.

  • Cooperates with other departments in the company participating on the project.

  • Schedules and coordinates meetings between Project Engineering, the client and other outside groups.

  • Keeps Manager of Engineering, Chief Discipline Engineers, Principal Engineers and/or Supervising Discipline Engineers advised of project progress, performance and manpower utilization with particular attention to delays, adverse trends, errors and omissions.

  • Assures proper documentation of meetings, agreements, conversations, etc. that affect the conduct of the project.

  • Coordinates the client’s engineering comments, approvals and requests with the functional activities of all disciplines.

  • Requests the employment of expert consultants when deemed necessary for the project.

  • Encourages and assists in the technical and managerial development of subordinates.

  • Coordinates Independent Engineering Design Reviews by discipline engineering management of selected architecture, engineering and design documents.

  • Reviews engineering performance on the project to ensure quality, conformance with conceptual design and completeness of engineering tasks.

  • Promptly reviews Design Change Notices (DCN), identifies change order candidates, segregates cost collection and manages the pertinent aspects of change order management.

  • Complies with company’s safety awareness program, office and/or field safety policies.

  • Continually upgrades technical knowledge and capabilities and pursues additional coursework and training.

  • Fully understands the role of each functional area within the company.

  • Expresses ideas clearly and listens effectively to the ideas of others.

Minimum Requirements


  • Bachelor of Science degree in an engineering discipline from a four-year accredited college or university.


  • 8 years total engineering experience with at least 3 years of this experience in a supervisory capacity.

  • Professional Engineering License

  • Previous Engineering and Project Engineering/Management experience for large industrial plants

  • Excellent verbal, written and presentation skills

  • Computer proficiency with Microsoft Outlook, word and excel

  • Must possess or be able to obtain a Transportation Worker Identification Card (TWIC)

  • Due to the nature of the work, candidate must be a US Citizen

  • Must be able to obtain Personal Identification Verification (PIV) which complies with Homeland Security Presidential Directive (HSPD‐12.)

Preferred Qualifications

  • Preferred 20 years of professional, preferable, engineering experience

  • Minimum of 3 years experience managing projects in the Oil, Gas and Chemical Industries

  • Louisiana and/or Texas Professional Engineering License or ability to obtain
