Job Summary

AECOM is actively seeking a highly motivated TOC Operations Manager for immediate employment. The TOC Operations Manager is responsible for the overall management of the control room and technical support staff to effectively run a single TOC operation. The position is an integral part of the Transportation Operations Center Team and interfaces daily with other partner agencies.

The responsibilities of this include, but are not limited to:

  • Implementing TOC operational standard operating guidelines, policies and procedures as directed by AECOM and client operations management

  • Administration and direct management of the TOC staff and coordination with the project manager to assure staff is in compliance with the AECOM project requirements

  • Oversight management of direction and quality of services as well as defining objectives and tasks for staff including progressive coaching, evaluating and development of supervisors, TOC operators and other technical support staff

  • Developing, implementing and updating staff technical competency certification programs to include written testing and operational reviews/rating including future positions and responsibilities

  • Performance measures tracking for TOC response areas and implementation of lessons learned

  • Staff management and scheduling including delegating tasks and follow-ups

  • Personnel/HR issues including hiring process, employee recognition, conflict resolution and disciplinary actions

  • Ensure staff monitoring of all ITS field devices and report failures in a timely manner to ensure maximum system availability

  • Scheduling/TOC awareness of special events and major construction closures for pre-messaging and other response plans

  • Provide night/weekend on-call support

  • Attend internal and external meetings representing the TOC

  • Provide accurate and timely after-action reports for high-impact incidents

  • Work on special assignments, tasks, reports, and presentations as needed

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in Business Administration, Civil Engineering, or related transportation field; in lieu of a degree, a relative level of management experience and education will be considered

  • 5+ years of experience required, in a supervisory role; in a transportation, public safety, or commercial operations environment

  • Ability to pass a background check; drug test and other state, federal, local agency required security clearances

  • Demonstrable understanding of Traffic Signal Systems, ITS principles and skills in the use of Advanced Traffic Management Systems applications

  • Proficiency in all TOC staff roles and responsibilities as well as TOC software applications

  • Strong leadership and interpersonal skills to manage staff; coordinate real time activities and maintain priorities

  • Ability to clearly communicate technical information in layman’s terms while maintaining a calm demeanor under pressure and in a variety of work conditions

  • Effective written and oral communication skills including ability to write client ready reports and demonstrated proficiency in the use of Microsoft Windows applications

  • Knowledge of two-way communications and disseminating information via other communication devices

  • Geographic familiarity with regional highways and arterial routes

  • Proficient knowledge and use of closed circuit television, dynamic message signs and highway advisory radio systems

  • Proficient knowledge of Maintenance of Traffic (MOT) and incident management

  • On-site availability required during periods of civil disaster

  • Full-range of physical mobility, visual acuity, and general good health

  • Due to the nature of this work, U.S. citizenship is required

  • Must possess a valid Michigan drivers’ license in good standing
