Job Summary

AECOM is actively seeking a highly motivated Arterial Transportation Operations Center (TOC) Project Manager for immediate employment. The Arterial TOC Project Manager is responsible for the overall management of the control room, signal operation engineers, IT maintenance technicians, control room operators and other technical support staff to effectively run a single TOC operation focused upon advanced arterial traffic signal systems. The position is an integral part of the AECOM Intelligent Transportation Systems (ITS), Traffic Engineering and Transportation Operations Center Team and interfaces daily with other partner agencies.

The responsibilities of this include, but are not limited to:

Project Management:

  • Serves as the primary point of contact for the client project management team; works with the client leadership to steer the direction and evolution of the TOC; facilitates bi-weekly operations status meetings

  • Administration and direct management of the TOC staff and coordination with the ITS Business Line Manager to assure staff is in compliance with the AECOM project requirements

  • Represents the AECOM team and, dependent on the circumstances, client in all planning and operational meetings pertaining to the TOC

  • Prepares high-level communications regarding TOC progress and initiatives including presentations, reports, pamphlets, posters, etc.

  • Manages or delegates management of special initiatives apart from normal operations, especially pertaining to support staff helping the TOC

  • Facilitates all quarterly recurrent stakeholder coordination meetings with the TOC and client leadership

  • Oversees physical and electronic resources assigned to the TOC (computers, software, vehicles, etc.) are maintained and utilized in accordance with policy; requests of client management replacement of hardware/updating of software use licenses as needed

  • Ensure staff monitoring of all ITS field devices and report failures in a timely manner to ensure maximum system availability

  • Staff management and scheduling including delegating tasks and follow-ups

  • Personnel/HR issues including hiring process, employee recognition, conflict resolution and disciplinary actions

  • Conducts routine safety compliance checks and documentation

  • Compiles the monthly progress report

  • Reviews contract monies being spent are in line with the budgeted amounts funded

  • Interfaces project deliverables to AECOM network via AECOM laptop

  • Provide night/weekend on-call support

Staff Management:

  • Actively manages the TOC’s day-to-day operations through frequent interactions with the lead traffic operations engineer, the lead IT/ITS technician, the lead operations technician and key client staff

  • Assigns appropriate AECOM team resources in order to maintain client expectations and optimal operational efficiency

  • Maintains the TOC training plan, agenda, and checklist as well as the certification exam; coordinates special training exercises

  • Oversight management of direction and quality of services as well as defining objectives and tasks for staff including progressive coaching, evaluating and development of supervisors, TOC operators and other technical support staff

  • Implementing TOC operational standard operating guidelines, policies and procedures as directed by AECOM and client operations management

  • Manages documentation of current tasks of all lead positions approves daily shift reports of all lead positions

Technical Services Management:

  • Provide thought leadership and mentorship for technical project staff

  • Provide guidance to client on latest ITS/Traffic Engineering trends as applicable to their systems/roadways

  • Performance measures tracking for TOC response areas and implementation of lessons learned

  • Conducts quality control/quality control (QA/QC) checks on TOC internal and external deliverables

  • Work on special assignments, tasks, reports, and presentations as needed

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in Civil Engineering, Traffic Engineering, ITS Engineering or related transportation field

  • 5+ years of overall professional engineering experience required, including 3+ years in a staff supervisory role as well as 3+ years in a project / client management or leadership role

  • Demonstrated experience in managing, meeting and exceeding client expectations

  • Ability to pass a background check; drug test and other state, federal, local agency required security clearances

  • Proficient understanding and expertise in ITS/Traffic Signal System design, operation, maintenance and optimization and how that expertise is applied in a daily operations and maintenance program

  • Understanding of latest trends in ITS/Traffic signals systems as they pertain to arterial roadway networks, including: Integrated Corridor Management, Connected Vehicles, Incident Management, High-Resolution Traffic Data and Active Traffic Demand Management Strategies

  • Understanding of wired/wireless ITS communication network planning, design, operation and maintenance

  • Ability to develop a proficiency in all TOC staff roles and responsibilities as well as all TOC software applications

  • Strong leadership and interpersonal skills to manage staff of varying professional backgrounds and disciplines; coordinate real time activities and maintain priorities

  • Ability to clearly communicate technical information in layman’s terms while maintaining a calm demeanor under pressure and in a variety of work conditions

  • Effective written and oral communication skills including ability to write client ready reports and demonstrated proficiency in the use of Microsoft Windows applications

  • Geographic familiarity with regional highways and arterial routes

  • Proficient knowledge of Maintenance of Traffic (MOT) and incident management

  • On-site availability required during periods of civil disaster, special events or other non-routine events

  • Full-range of physical mobility, visual acuity, and general good health

  • Due to the nature of this work, U.S. citizenship is required

  • Must possess a valid Michigan driver's license in good standing
