Job Summary

AECOM is seeking aCalibrations Lead/I&C Engineer6 for either our Morgantown, WV or Pittsburgh, PA site


This opening is for a motivated individual with calibration program leadership experience and a strong instrument & controls engineering background to join our team at the National Energy Technology Laboratory (NETL) in Morgantown, WV or Pittsburgh, PA. The successful candidate will be providing leadership for the instrument calibrations department as well as instrument and controls design, startup, troubleshooting and commissioning services to the US Department of Energy Office of Research and Development. This position requires a hands-on approach, excellent customer relations, a strong work ethic, and a commitment to excellence. Detailed requirements are listed below.

Level Specific Responsibilities:

  1. Act as calibrations lead for the three NETL sites, Morgantown, WV; Pittsburgh, PA; Albany, OR.

  2. Interface with DOE clients to schedule and track instrument calibrations.

  3. Lead and schedule technicians to meet instrument calibration requirements of multiple DOE research projects.

  4. Produce weekly, monthly, and quarterly reports summarizing calibration activities and interface with high level DOE personnel.

  5. Create and maintain training program and proficiency testing for calibration technicians.

  6. Act as subject matter expert on all aspects of instrument & system calibration by answering questions and making technical assessments of any abnormalities or failures found by calibration technicians.

  7. Work with engineering department to maintain register of active instruments and resolve technical issues and/or tolerance failures.

  8. Revise existing and develop new procedures to align with actual calibration process, ensure calibration records are kept current, and implement control of calibration documents through NETL’s existing document control system.

  9. Generate and maintain the calibration lab quality manual in accordance with ASNI/NCSL Z540-1.

  10. Continuously work to eliminate unnecessary and/or redundant testing and improve on-time delivery to the customers.

  11. Maintain a master record of all calibration equipment at each site and initiate procurements to add functionality, replace and/or repair existing equipment, and calibrate test equipment as required.

  12. Manage budget and expenditures for each calibration lab.

  13. Expand calibration lab capabilities to include quantification of uncertainties found in loop and data acquisition systems and report on new key performance indicators/metrics.

  14. Work toward laboratory accreditation.

  15. Complete electrical and control system designs in accordance with NETL Requirements, NFPA, and all local electrical codes. This includes selection of logic solvers, HMIs & field instruments. It also includes low voltage electrical design and development of logic diagrams.

  16. Efficiently use Autodesk AutoCAD to produce various electrical drawings including electrical schematic, power distribution, control panel layout, I/O connection diagram and process and instrumentation drawings (P&IDs)

  17. Produce interlock and control narratives along with test reports, position statement, and other general engineering reports.

  18. Configure, troubleshoot and test single & multiple loop controllers, programmable logic controllers, distributed control systems and human machine interface software.

  19. Work closely and communicate effectively with client to meet system functionality and schedule requirements.

  20. Maintain positive working relationship and communicate effectively with peers, managers and customers.

  21. Position may require limited travel 5-10% and ability to pass and maintain a security clearance.

Minimum Requirements

Bachelors degree in Engineering, or related scientific field and at least 15 years of job-related experience or a Masters degree and 10 years of experience or a Ph. D. and 7 years of experience or equivalent. A Professional Engineer's license may substitute for 2 years of experience. Excellent communication and analytical skills; working knowledge of computer systems and integrated software application programs. Position may require travel. Position may require the ability to pass and maintain a Security Clearance.

Experience managing a calibrations program is required. Experience with an ISO/IEC17025 & ANSI/NCSL S540-1 calibration laboratory accredited through A2LA that specialized in calibration of measurement and test equipment for pressure, flow, and temperature is preferred. Employee/technician management in a union environment is also preferred.
