Job Summary

AECOM’s Transit and Rail Signals group is seeking a Transit & Rail Signals and Communications Manager to lead an existing team of 5-10 Signals and Communication Engineers, Technicians and Project Managers. The position is open for immediate employment based out of AECOM’s Mississauga, Ontario office. This is a position of an experienced Signals and Communications Engineer who is seeking a leadership position in their field.

This individual would deliver both large and small-scale signals projects in the Greater Toronto Area (GTA), Canada, USA, and Globally. As the manager of the Signals and Communications team, the successful applicant will have multiple roles:

Team Management / Leadership:

  • Primary role is to lead an existing team of 5-10 rail Signals and Communication Engineers, technicians and Project Managers, with staff located in the GTA and across Canada

  • Assign work to staff

  • Monitor team costs relative to established budgets

  • Attend and lead staff and client meetings

  • Perform annual staff performance reviews

  • Coach staff on their careers

  • Mentor high-potential staff

  • Grow the team including participating in recruiting and interviewing candidates

  • Act as the designated signals/systems specialist on complex rail projects

  • Comply with, and implement, corporate safety, values and initiatives

Business Development:

  • Grow AECOM’s Signal and Communication Transit and Rail design / project management team

  • Develop business with both existing and new clients. Cross-sell S&C services to existing clients. Develop new clients. Includes meeting with clients, preparing statements of qualifications, preparing marketing materials (with marketing support)

  • Support proposal preparation for AECOM’s signals/systems business. Lead the preparation of signals-specific proposals. Support multi-disciplinary proposals

  • Estimate engineering effort (fees) and schedules for signals and communication assignments

  • Recommend new and revise existing processes to improve efficiency and/or quality of Signal and Communications services (e.g. establish new V&V procedures)

  • Develop new techniques and services. Utilize and develops AECOM’s S&C training/testing facility

  • Prepare business cases for new services


  • Research, design and testing of new or updated Signal and Communications equipment

  • Simulation testing; review and implementation

  • Projects will be for:

  • North American heavy-rail freight and passenger systems to AREMA C&S standards

  • LRT and Subway transit systems

  • Perform design, review, and checking (up to 3rd level) for:

  • New and modified vital circuitry and application logic programs for automatic block systems, centralized traffic control, interlocking’s, and highway grade crossing warning systems

  • Review own work and work done by others for adherence to applicable standards, rules and regulations, as well as all applicable client standards and signal design policies and procedures

  • Coordinate signals design with systems (e.g. OCS/Traction power), power supply, and civil/track designs that are done by others

  • Prepare technical specifications for traditional design-bid-build and P3 / Alternative Design and Procurement / design-build projects

  • Perform hands-on design

  • Perform approval checks of designs completed by own staff

  • P.Eng sealing of own drawings for as-installed conditions

Minimum Requirements

  • Bachelor's degree in related field or equivalent

  • 8+ years of extensive rail signaling design experience

  • Experience delivering projects for commuter rail or freight rail

  • Significant experience with AREMA-based heavy-rail signal design

  • P.Eng or PE in Canada or U.S.

  • In depth knowledge of applicable laws, standards and regulations pertaining to railroad and transit signal systems and highway-rail grade crossing warning systems. Must specifically include knowledge of AREMA C&S Recommended Practices, GCS, GCR, CROR, and industry standards

  • In-depth knowledge of a variety of essential signaling systems: ATC, CTC, ABS, PTC, ATS, CBTC, etc.

  • Proficient at reading and interpreting Braking Analysis to provide correct aspects accordingly

  • Experience in grade crossing and vital microprocessor-based interlocking equipment programming

  • Proficient in highway grade crossing warning design, microprocessor-based constant warning time devices

  • Proficient in wayside signaling including ABS, CTC and Interlocking, both relay logic and Boolean or ladder logic

  • Experience with / working knowledge of both AutoCAD and MicroStation

  • Experience writing technical specifications

  • Experience undertaking design reviews

  • Competent written and verbal English skills

  • Must possess a valid driver's license

Preferred Qualifications

  • 15+ years of extensive rail signaling design experience

  • Masters or PhD in rail signaling or similar (e.g. systems, integration, safety, automation, etc.)

  • P.Eng licensed in the Province of Ontario

  • Experience with Metrolinx, TTC, CN, CP, VIA Rail, AMT or similar

  • Understanding of CN (GI’s & SCP’s) and CP (RP’s)

  • Experience with LRT and/or subway signaling

  • Management or leadership experience

  • Experience delivering signals design and/or specifications for P3 / AFP / Design-Build (includes preparing PSOS and RCD documents)

  • In addition to office-based design, also experience with testing/commissioning, construction, maintenance, and/or operations

  • Multi-disciplinary transit/rail “Systems” experience including traction-power, OCS, communications, power supply / electrical, SCADA, fare collection, etc.

  • Experience in Systems Integration, Configuration Management, Requirements Engineering, Reliability / Accessibility / Maintenance / Safety (RAMS), etc.

  • Experience writing proposals and experience in business development
