About the Business Line

Government

AECOM’s Global Support Services (GSS) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. GSS supports the U.S. Government, non-U.S. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support.

Job Summary

AECOM is currently seeking a Business / Operations Manager.

Primary responsibilities include:

  • Provide assistance to Program Manager and directs applicable members of staff appropriately. Work closely with financial analyst to track program’s financial performance

  • Provide oversight of daily program operations

  • Manage the Program in the absence of the Program Manager

  • Assist the Program Manager in planning, developing and implementing strategy for program management activities to meet program requirements within specified budgets and timelines

  • Coordinate with the Program Manager to develop and implement business and financial strategy and planning, monitoring, management and reporting, including management and development of policies, systems, processes and personnel involved

  • Manage and control program expenditure within specified budgets, working closely with the Finance Manager to implement and maintain cost control measures

  • Monitor, measure and report on program issues, opportunities and development plans and achievements within agreed formats and timelines

  • Ensure activities meet with and integrate with organizational requirements for quality management, health and safety, legal stipulations, environmental policies and general duty of care

  • Monitor actual costs against established budgets, track commitments and subcontract efforts with emphasis on cost performance against plans to ensure effective and accurate program cost reporting requirements

  • Work with Finance Manager to manage and monitor indirect rates and related program impact

  • Work with Finance Manager to ensure compliance with corporate procedures on revenue and profit and compliance

  • Support all areas of staffing to ensure contract personnel continue to meet program requirements based on the Statement of Work

  • Work with PM and recruiting to identify, recruit and pipeline qualified candidates to meet program staffing requirements

Minimum Requirements

  • Active Top Secret SCI Clearance with Polygraph

  • 3 + years management experience on Government contracts

  • Intelligence Community experience required

  • HS diploma or equivalent

Preferred Qualifications

  • 5 years’ admin, office management experience preferred

  • Bachelor’s Degree in Business or related field

  • Strong Microsoft Office skills

  • To perform the job successfully, an individual should demonstrate the following competencies:

  • Understand all contract types (CP, T&M, FFP)

  • Understand contract pricing

  • Understand government contracts and how to interact with the government contracting staff (CO and COTR)

  • Strong written and oral communication skills with ability to interact at all levels of management
