Job Summary

AECOM has an exciting opportunity for an experienced Senior Program Manager located in Toronto, Canada. This is a Senior-Level Program Manager position responsible for leading the execution of a significant multi-facility contract with the Canadian DND. Position includes management of the overall Program and oversight of multiple facilities throughout the region, to ensure customer, contractual, financial and internal company requirements are met or exceeded.

Responsibilities Include:

  • Serve as Primary Program interface with AECOM Senior Management on all Program matters.

  • Primary interface with the DND customer(s) on all Program matters.

  • Provide direction and oversight to the Program Team through all phases of Program.

  • Oversee all aspects of prime contract management including but not limited to award(s), funding, compliance and change management.

  • Manage Program Team partners including scope assignments, resources allocations, and performance against contract requirements.

  • Develop execution strategies, proposals and pricing for Additional Work Services in the region to cost-effectively meet customer expectations.

  • Coordinate Program activities and allocate and manage resources in a cost effective manner across company divisions and North American offices.

  • Coordinate Program team support functions, e.g. Contracts, HR, Finance, etc. within AECOM. Manage both AECOM and subcontractor personnel to meet contract expectations.

  • Oversee development of all Program and Additional Work Services budgets and review and approve all Program expenditures, Develop and implement risk management plans to ensure risk to compliance and/or financial performance is minimized.

  • Track and report Program and Additional Work Services status to Senior Management including financial forecasts and actual performance vs. contract baselines, revenues and margins against targets.

  • Manage Program cash flows including ensuring timely invoicing and payments.

  • Provide leadership in the Safety Management System (SMS) and Quality Management System (QMS) within the program team.

  • Develop and implement the Program Communication Plan.

  • Coach and mentor the Program team/staff.

  • Provide day to day direction to direct reports.

  • Ensure staffing plans are developed, resources are received from internal or external partners and functional coverage is maintained for the Program.

  • Perform Performance Management reviews on direct reports with focus on employee development.

  • Identify key project resources and jointly with the Functional Managers develop succession plans for these people.

  • Establish, communicate and execute project priorities as they apply to the Client Contract.

  • Approve and submit any invoice/timesheet expenses which have business unit expenditures.

  • Complete and submit monthly documents to the appropriate departments (cost, safety reports, etc.)

  • Other duties as assigned.

Minimum Requirements

  • Bachelor's degree or equivalent.

  • 15+ years of practical experience in managing international or Canadian projects and personnel

  • Knowledge of operations, budgeting and contracts.

  • Knowledge of logistics and supply chain management.

  • Experience leading a government operations program comprised of multiple facilities in various locations

  • Significant international experience including remote locations(preferred).

  • Detailed knowledge of international support services.

  • Detailed understanding of military support functions.

  • Strong interpersonal skills; ability and willingness to assume significant responsibility and to interface and to communicate effectively with customer and internal and external stakeholders.

  • Detailed understanding cost estimating, budget setting, earned value management, actual cost tracking and reporting.

  • Understanding of financial forecasting, tracking, reporting at Program and Additional Work Services levels.

  • Strong leadership and team building capabilities.

  • Strong oral and written communicator with strong presentation skills.

  • Microsoft Office (Word, Excel, Outlook, PowerPoint, Access, Project).

Preferred Qualifications

  • Canadian experience preferred.

  • PMI certification a plus.
