AECOM has an immediate opportunity for a Program Analyst to join the Linton team providing program management support for the FC21/FC55 contracts.
Responsibilities include but will not be limited to the following:
Provide administrative leadership in the completion of contract tasks including responsibility for deliverables, cost tracking, and travel schedules.
On a daily basis, interface, coordinate, and advise internal functional team members on planning, prioritization, and issue resolution of overall activities in the support and achievement of customer goals by applying specific program knowledge and/or subject matter expertise in the execution of routine and non-routine tasks.
Interact and provide comments and assessment to internal and external customers on technical and non-technical program reports; research specific area(s), and prepare findings through the application of specific program knowledge and subject matter expertise, in the execution of program management tasks.
Analyze requirements, interface with other professionals to generate program documentation such as plans, schedules, briefings, reports, correspondence, contracts/contract modifications, technical instructions/procedures and/or related material.
Review, analyze, track, and provide comments and or assessments on project budgets, schedules and deliverables, conduct research into specific areas, prepare findings and report findings to the customer.
Create and maintain master files/schedules related to program history, execution and status for the life of the program (inception to disposal).
Provide clerical duties to include monitoring general office supply requirements to support staffing milestones and deliverable work completion as necessary.
Contribute to Days Sales Outstanding (DSO) goals by ensuring fully executed bi-weekly subcontractor labor invoice certifications are timely and accurate.
Consistently update, at a minimum on a weekly basis, posted general ledger costs into all manual database(s) to ensure outstanding obligations are known and ready for inclusion into the cost reports.
Monitor and review subcontractor costs against the contract. Generate subcontract purchase requisitions to ensure adequate funding on subcontractor purchase orders.
Maintain and update all travel schedules, ensuring availability of funding and receipt of appropriate travel approvals. Assist travelers with expense report creation/entry. Serve as manager proxy for expense review prior to approval.
Review limitation of funds burn rate notifications IAW with EVMS guidelines, prior to official submission.
Update financial data on management reports as requested.
Prepare accounts payable corrections as necessary.
Prepare and or review final deliverable documents for submission.
Develop and maintain Contract Data Requirements Lists (CDRLs).
Review and incorporate contract modifications into various contract trackers.
Prepare various documents for team members requiring Common Access Cards (CAC) and or SYSTEM AUTHORIZATION ACCESS REQUEST NAVY (SAAR-N) accounts.
Support program office data calls as required.
Contribute to contract quick closeout process, by performing a monthly reconciliation of older funding issues to include confirmation of cost funded, expended, billed, outstanding obligations, and final de-obligation recommendations.
Monitor fulfillment of contract requirements to ensure quality and timeliness of services/deliverables to various customers.
Participate in the investigation and resolution of contract/operational problems in conjunction with management personnel.
Support planning and execution of program reviews, Technical Interchange Meetings, and other meetings as required.
Bachelor’s degree in Business Administration or a related field and 5 years of job related experience or equivalent. Excellent communication, interpersonal, organizational and analytical skills are required. The ability to self-manage priorities to meet deadlines is required. Experience with program financial management and general contracting knowledge is required. Working knowledge of word-processing and integrated software applications is required. Position requires the ability to pass and maintain a Security Clearance.
Proven work experience with Federal Acquisition Regulations (FAR); Earned Value Management System (EVMS); Costpoint and or related systems, and knowledge of Federal Travel Regulations Policy is desired.
