Job Summary

AECOM is seeking a Chief Engineer for our operations and maintenance team within a pharmaceutical complex in La Jolla, CA. Typical work schedule is Monday-Friday; various hours may be required based on business demand and to lead maintenance endeavors on all shifts worked at the site.

The Chief Engineer is responsible for acting as a subject matter expert with respect to the operation, advanced troubleshooting, repair, and preventive maintenance of the critical facilities infrastructure and process / production equipment and systems. Collaborate with or direct specialized technicians to execute preventive and corrective maintenance, leveraging a strong mechanical aptitude and the ability to understand and work safely around 480v 3-phase electrical power circuits. Must have the ability to diagnose and troubleshoot pneumatic, hydraulic, and electrical systems; conveyor and/or R.O. systems; pumps and motors; ventilation equipment; and rooftop HVAC equipment.

This position is also responsible for providing leadership to the maintenance staff and directing the daily workflow of the team, and performs the daily function of supervising and developing the multi-skilled technical workforce. Must be self-motivated and demonstrate the strong organizational/time management skills needed to be successful in this role.

The Chief Engineer ensures all work is performed safely, meets company policies, and generally represents AECOM in the field with respect to the client and customers. Interfaces with the client to ensure customer satisfaction.


  • Oversees day-to-day operations and maintenance of client’s buildings, facilities and equipment focusing on keeping all equipment in a reliable operating condition by effectively performing O&M responsibilities for facilities infrastructure and lab support equipment.

  • Performs preventive maintenance, modifies, installs, and maintains company heating, ventilating, air-conditioning and refrigeration systems, and provides customer training in the implementation of those systems in compliance with the company standards and procedures and government regulations.

  • Properly maintains and operates building HVAC control systems.

  • Demonstrates expertise in Building Management systems for the assigned areas.

  • Assembles, installs, operates, calibrates, troubleshoots, dismantles, and repairs all types of domestic, commercial and industrial refrigeration units, and a wide variety of heating/ventilating systems and humidity control systems and air balance systems.

  • Performs maintenance work including service, preventive maintenance, troubleshooting and repair of air-handling and exhaust systems, package/split a/c systems, boilers and related systems present at this location, cold rooms, laboratory refrigeration equipment, chillers and associated pumps and fans.

  • Conducts Daily Rounds.

  • Demonstrates expertise in Building Management systems for the assigned areas.

  • Demonstrates knowledge of and capability to troubleshoot and service building chilled water, steam and condensate systems including PRVs, steam traps, electric/pneumatic controls, control systems, valves, valve actuators, various types of pumps, water treatment, VFDs, compressed air systems, air dryer systems, lab vacuum pump systems, and refrigerant reclamation systems.

  • Maintains accurate records and logs of various operations and equipment.

  • Responsible for optimal HVAC performance/energy efficiency through the use of best practices.

  • May support construction and installation of systems and expansion of existing systems, including participating in documentation, commissioning, and reviewing specifications and drawings against installations.

  • Leads AECOM team, contractors, vendors, project managers, engineers and others as necessary to support project and renovation work. Issue LO/TO permits, monitor work, and ensure work is performed in a manner consistent with established work practices and quality standards.

  • Follows policies and procedures, completing all necessary documentation and time reporting accurately and on time.

  • Utilizes strong organizational and problem solving skills and creative thinking to manage change in order to achieve continuous improvement.

  • Establishes and maintains effective two-way communications to understand the needs and concerns of client; communicate work status and develop appropriate work execution plans consistent with AECOM and client expectations.

  • Has ownership for the computerized maintenance management system CMMS to include asset data, maintenance work tasks, and updates and entry of work execution status.

  • Complies with all environmental, health safety, and other regulatory requirements related to the facilities and lab support functions.

  • Demonstrates leadership by example and shows integrity and candor in all actions.

  • Works proactively to identify potential project problems or opportunities, analyzes these issues using appropriate resources, and develops and implements optimum alternatives.

  • Develop and recommend long-range goals and short-range objectives as well as plans and practices to produce optimum results. Implements day-to-day operations to attain established goals and objectives. Monitor performance against approved plans to meet performance objectives.

  • Clearly understands AECOM scope of work and contract requirements for the area of responsibility.

  • Understands company policies and enforces safety regulations.

  • Safely performs functions of the position including following proper safety guidelines such as job hazard analysis and lockout/tagout procedures and wearing PPE as required.

  • Demonstrates attention to detail, good comprehensive and analytical skills, and excellent organizational skills.

  • Maintains a strict schedule in order to be successful in the assignment, yet demonstrates flexibility in the day-to-day activities and scheduling for the benefit of the customer.

  • Other duties as assigned by Manager or Supervisor as necessary to meet current contingency and/or mission requirements.



Minimum Requirements

Minimum Requirements:

  1. High school diploma or demonstrated equivalent.

  2. Eight years of experience performing HVAC maintenance in an industrial, manufacturing, or Research and Development environment, or demonstrated equivalent combination of education and experience.

  3. EPA Universal certification.

  4. Qualified applicants offered a position must be able to obtain site specific security access including all applicable background checks.

  5. Qualified applicants must submit to and pass a Tuberculosis test prior to employment, or be medically cleared for Tuberculosis by a medical professional, and be able to maintain annual negative results.

  6. Qualified applicants must pass a medical evaluation for respirator use and be able to successfully complete a fit test for each type of respirator needed for the position or for an approved alternate respirator that provides equal or better protection from identified hazards.

  • Requires the ability to differentiate colors pertaining to wire color-coding.

  • Some tasks will require repetitive wrist movement.

  • Requires ability to read and understand information contained in a variety of documents or displayed on a computer screen.

  • Requires ability to use a variety of office equipment and to operate a computer keyboard to access data bases, to send/receive messages and to prepare documents.

  • Demonstrated fluency in computer use including the full Microsoft product line.

  • Requires the ability to interact with all clients in a professional and friendly manner despite periods of stress.

  • Requires the ability to communicate with others on the telephone and in one-on-one or group discussions, meetings and presentations.

Preferred Qualifications

Preferred Qualifications:

  1. Associate’s Degree in HVAC, Industrial Technology, Industrial Mechanical, Industrial Electrical, or related program.

  2. Two years of experience in a leadership position demonstrating the ability to analyze Equipment Maintenance related problems (such as Electrical, Mechanical, HVAC, Automation and Control, etc.); then recognize and determine solutions.

  3. Experience working with domestic, commercial and industrial refrigeration units.

  4. Experience working with air-handling and exhaust systems, package/split air conditioning systems, cold rooms, laboratory refrigeration equipment, chillers and associated pumps and fans.

  5. Experience with a variety of boiler systems and associated equipment.

  6. General working knowledge of all facility related equipment & systems in an industrial manufacturing facility.

  7. Experience troubleshooting, repairing and working with electrical, mechanical, pneumatic, and hydraulic systems.

  8. Experience using testing equipment such as meggers, voltmeters, multi-meters, etc. used in maintenance and troubleshooting activities.

  9. Proficiency in Microsoft Office Suite

  10. Experience utilizing a CMMS.
