Job Summary

AECOM is looking for an experienced Rail Operations Advisor to join the PMC (Program Management Consultancy) team on the Haramain High Speed Rail, which will connect the two (Makkah and Madinah) most holy places of Islam. The total length of the project is 455 KM with 5 stations. The owner is the Saudi Ministry of Transportation and the Project falls under project management of SRO (Saudi Railway Organization).

Duties & Responsibilities:

  • Supporting SRO in their role overseeing and coordinating with the contactors and the Engineer to fulfil their duties related to preparation for operations e.g. marketing, branding, traffic studies, planning, scheduling, retail, commercial practices, training of staff …etc.

  • Supporting SRO in coordinating between the contractor and the KSA Regulatory bodies and thereby ensuring the necessary permits and permissions to operate are available in a timely manner i.e. to obtain the Operating and Safety License.

  • Overviewing the performance of the Engineer * to ensure their inputs support the above bullet points. This will be carried out by reviewing monthly reports, audits, arranging/attending relevant meetings and the like.

  • Overviewing the performance of the Contractor** to ensure their inputs support the contractual requirements.. This will be carried out by reviewing monthly reports, audits, arranging/attending relevant meetings and the like.

  • The successful candidate will be a key person in the support / approval chain for the operational railway Safety Case(s).

  • The successful candidate will ensure that all operational/regulatory/HSEQ matters for the Haramain High-speed Railway will be: delivered to the program, fit for purpose, meet contract requirements, and provides passengers with a safe, comfortable and enjoyable journey. The role is nominally based in Jeddah in the western region of the Kingdom of Saudi Arabia (KSA), but some travel will be required within KSA and overseas. The candidate will play an active role in the SRO’s client oversight team.

Minimum Requirements

  • An experienced rail/project operations/regulatory individual with at least 10 years’ experience, as well as strong inter-personal skills.

  • Some regulatory experience can be from heavily regulated non-railway industries such as nuclear or chemical.

  • At least 5 years must be from within the rail industry, ideally to include high speed and multicultural experience.

  • In summary all facets per the Description of the Role require strong influencing/advocacy skills underpinned by relevant project experience.

Preferred Qualifications

  • Bachelor’s Degree in Engineering or a related discipline

  • Chartered Engineer

  • NEBOSH preferred
