Job Summary

URS, an AECOM Company, is bidding on the contract to provide Facilities Support Services (FSSC) to NASA at the Johnson Space Center, Houston, Texas. The FSSC provides critical support to NASA in the areas of Facility Maintenance and Repair Services, Engineering and Construction Projects, Information Technology Management Support, Wildlife Management, Environmental Support and Rigging Services. Award of this contract is anticipated to be October, 2017. Contract operations would then commence 1 March 2018. We seek qualified, experienced "key" employees who will provide critical support services in a variety of functional areas. Incumbents are strongly encouraged to apply.

Purpose and Scope:

Plan, manage, control, direct and coordinate the overall activities of the mechanical, electrical, structural and various maintenance projects. The applicant must be qualified to direct total management and field operations. Applicant will interface and supervise many various multi-skilled craftsmen and foremen in performing facility maintenance projects. Applicant must be able to coordinate and complete a multi-function array of IDIQ projects. The projects will be wide-ranging, which will require highly technical fields of expertise. Fulfill work requests in compliance with customer requirements. Must meet customer satisfaction, meet schedule and budget requirements for each project. Provide leadership to a group of multi-skilled craftsmen and foremen to ensure all customer and user requirements and expectations in cost, quality, and schedules are met.

Essential Responsibilities:

  1. Supervise a large number of multi-skilled craftsmen and foremen.

  2. Manage and implement the latest technologies within the scope of a variety of highly technical Maintenance Projects.

  3. Evaluate Code compliance and application for all applicable codes to include Life Safety, Uniform Building Codes, NASA specific Codes and standards. Many other codes and standards will be a requirement of many of the IDIQ Projects.

  4. Manage IDIQ Maintenance Projects to ensure specific goals and metrics are met per contract requirements. Prepare estimate, negotiate with customer on costs, and be accountable for budget requirements and schedules for each and every project.

  5. Ensure environmental and safety compliance with Federal, State, and local regulations and/or contractual requirements as related to the business of the unit or section.

  6. Ensure customer satisfaction while working within the limits of established policy, procedures and work instructions.

  7. Provide guidance to foremen to assist in the interpretation of codes and work instructions.

  8. Interface with union officials to resolve issues and/or complaints. Also union interfaces a requirement.

Perform all other position related duties as assigned or requested.

Work Environment, Physical Demands, and Mental Demands:

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and work under deadlines. Field site visits will be required from time to time to evaluate and direct field operations.

Minimum Requirements

Bachelor's degree in Quality Assurance Engineering, Business Management or related field and 10 years of experience. Familiar with a variety of the field's concepts, practices, and procedures. Good written and oral communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required. Position requires familiarity with and ability to stay current with industry standards. Position requires the ability to pass and maintain a Security Clearance.

Preferred Qualifications Incumbent workforce preferred.
