AECOM is seeking a Spectrum Management Subject Matter Expert to support the US Navy Fleet Electronic Warfare Center. Candidate will provide subject matter expertise in all aspects of Joint and Navy Electronic Warfare Planning and coordination of spectrum dependent systems and networks in support of Fleet operations. This includes development of technical concepts and practices in order to support US Navy Electronic Warfare readiness across the DOTMLPF (Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities); support to Strategic, Operational and Tactical Planning; Operational Support and Fleet Training; Fleet EW Training and Equipment Requirements Development and Support; and Workforce Development and Readiness Reporting. Applicants will possess thorough knowledge and experience with regulatory requirements detailed in applicable Department of Navy policy, National Telecommunications and Information Administration (NTIA) Manual of Regulations and Procedures for Federal Radio Frequency Management (“Redbook”), and International Telecommunication Union (ITU) regulations and procedures. The Spectrum Management Subject Matter Expert must be familiar with the application of applicable rules and processes for filing and coordination of spectrum dependent systems and networks.
Additional functions include but are not limited to:
-Collection of Spectrum Management information for analysis and evaluation and preparation of reports and studies.
-Support to Fleet Electronic Warfare Center Spectrum Management coordination with OPNAV, SYSCOMs, Fleet Training Units and major program offices as required.
-Provide National Broadband Plan (NBP) analysis and Spectrum Usage operational impact assessments.
-Provide policy and guidance recommendations for the development of Electromagnetic Spectrum Operational (EMSO) in support of US Navy Fleet operations.
-Develop documents, instructions, tactics, techniques and procedures required to support Electromagnetic Spectrum Operations (EMSO).
-Support efforts to align Spectrum Management training with current Electronic Warfare (EW) related training in all phases of the Optimized Fleet Readiness Plan (OFRP) to include Maintenance, Basic, Integrated and Sustainment Phases.
Shall possess a minimum of 10 years of experience supporting military Electronic Warfare and/or Spectrum Management. Candidate must possess demonstrated operational leadership experience equivalent to a US Navy shipboard department head (O-3/O-4), chief petty officer or chief warrant officer. Candidates must demonstrate US Navy or Joint Staff experience providing operational Electronic Warfare and Spectrum Operations support, and must have knowledge and understanding of applicable technical concepts and practices, and DOD Spectrum Management concepts and directives. Must have a TOP SECRET/SCI clearance.
-Minimum of 10 years of progressively responsible operational leadership experience that is directly related to radio frequency (RF) spectrum management.
-Experience or familiarity with the following spectrum related software programs:
Spectrum XXI (SXXI)
Afloat Electromagnetic Spectrum Operations Program (AESOP)
Advanced Refractive Effects Prediction System (AREPS)
