Job Summary

The Indian Navy has appointed AECOM as the project management consultant for its prestigious Project Seabird – Phase IIA. The largest naval infrastructure project in India. Upon completion, this $3 billion program and effort will provide the Indian Navy with its largest naval base on the west coast and also the largest naval base east of the Suez Canal.

During the decade-long project, AECOM will manage and oversee the planning, design, contracting, construction and acceptance of the entire works, including construction of a new Naval Air Station.

AECOM is looking for a Senior Engineer in Public Procurement and Contracts Management. The roles and responsibilities are as follows:-

  • To assist and supplement the efforts of existing Procurement and Contract team in preparing the Pre-qualification and tender documents for different packages for Project Seabird.

  • The candidate should be familiar with the current Government regulations and guidelines in public procurement of Engineering and Infrastructure Projects for the Government of India or State Governments, different procurements formats and procedures, should be able to customise the existing formats for Project Specific and Client requirements, should have an analytical bent of mind and drafting and proof reading skills, should have good MS Office skills.

  • Should be experienced in Procurement of Engineering Projects including preparing EoI, preparing replies to bidders queries, Power Point presentations for client and bidders, in determining the Insurance and other statutory requirements, setting technical and financial eligibilities criteria, evaluation of bids including analysis of Technical and Financial documents submitted by the bidders, have clear understanding of different modes of contract viz. Design-Bid-Built, Design Build, PPP and EPC mode, procurement of Consultancy Contracts.

  • Should have basic understanding of Civil Engineering specifications, design procedures and Contract Administration, quantity surveying etc.

Minimum Requirements

  • Good knowledge of General Conditions of Contract for Civil works (GCC CW), FIDIC conditions of contract (FIDIC) 1999 Red & Yellow Book.

  • Graduate in Civil Engineering.

  • He should have about 2-3 years experience in public procurement and about 8-10 years post qualification experience in reputed Consultancy, public or private sector with basic qualification as degree in Civil Engineering from a reputed institute.

  • Excellent communication, organizational and supervisory skills

  • Good knowledge of Microsoft Word, Excel and Outlook

Preferred Qualifications

  • MBA or other advanced degree (s) in Contract Management desirable.
