Position Title Subcontracts Specialist – Business Planning & Compliance Management

AECOM is seeking a Subcontracts Specialist to support the Business Planning Group in Groton, CT!
Typical work hours are 7:30am – 4:30pm; hours may vary based on business demand. This position will require some overtime, particularly during seasonal peaks in purchasing.
This position provides essential deliverables within the group, including but not limited to: financial spend tracking; invoice management; asset management record analysis; and compliance. Successful candidates will demonstrate strong communication skills, particularly in written communication, as well as good organizational skills and sound judgement to support a broad business scope and group objectives.
Financial Spend Tracking:
Partners with management leaders and teams to facilitate current year purchase order close out process.
Collaborates with management leaders and teams to coordinate year beginning activities associated with purchase order creation.
Partners with business customers to reconcile vendor conflicts, coordinating corrective actions until resolution is complete.
Initiates purchase change order to adjust funding, time limits, and quotes as appropriate.
Manages all aspects of invoice reconciliation, including validating accuracy of purchase order, work order and expense coding; confirming alignment with service quote and payment terms; verifying serviced has been performed; approval process; clearing unmatched invoices, etc.
Works closely with Accounts Payable in prevention of double billing or incorrect payment.
Collaborates with management and customers regarding cost reduction and avoidance related to invoice management, including monitoring vendor invoices for early, late, or duplicate submission and oversight of purchase orders to prevent overlap, etc.
Environmental Health & Safety (EHS) support:
Monitors and responds to inquiries submitted to the EHS training mailbox.
Services as a point of contact for questions related to EHS training programs.
Provides backup support for courseware development.
Manages the High Hazard Access program and support the CMVA access program.
Provides backup support for EHS training component of New Hire Launch program, including job code assignment in the P2L learning environment and distribution of ESH Welcome Letter.
Compliance Communications & Audit:
Provide records management administration for ESH.
Prepares monthly incident trending reports for ESH management.
Developments and maintains EHS communications brochures.
Other duties as assigned by Manager or Supervisor.
Bachelor’s degree in engineering, business, economics, supply chain management or a related field, or demonstrated equivalent combination of education, training and related experience.
This is an entry level positon with no prior work experience required.
Qualified applicants who are offered a position must pass a pre-employment substance abuse test.
This position may require a valid Driver’s License.
This position does not include sponsorship for United States work authorization.
This position will require the ability to obtain a security access badge at our client’s location.
This position may require various shifts, weekends, and alternative work schedules.
Some tasks will require repetitive wrist movement.
Requires ability to read and understand information contained in a variety of documents or displayed on a computer screen.
Requires ability to use a variety of office equipment and to operate a computer keyboard to access data bases, to send/receive messages and to prepare documents.
Requires ability to attend meetings throughout the site and potentially travel to other AECOM, customer and/or vendor locations in the area, as well as some air travel to more distant locations.
Requires the ability to communicate with others on the telephone and in one-on-one or group discussions, meetings and presentations.
Demonstrated fluency in computer use including the full Microsoft product line.
Requires some moving of light to medium weight materials into desks, filing cabinets and other storage locations.
Requires the ability to interact with all clients in a professional and friendly manner despite periods of stress.
Wear steel toe safety shoes, safety glasses, gloves and other Personal Protective Equipment as needed.
Cope with demands (stressors) that are associated with the job and/or the work environment so that acceptable levels of performance and overall contribution are maintained.
Experience in purchasing or subcontracting in a manufacturing, maintenance, or a related service field.
Familiarity with materials management concepts and principles.
Experience evaluating or preparing evaluations of subcontractors/contractors.
Experience assisting in the preparation for negotiations and participation in negotiation meetings with vendors or subcontractors.
Understands subcontracting terminology, measures, concepts and principles for compiling bid proposals related to maintenance services.
- Must be willing to work overtime when required. May be required to work holidays and weekends.
