Position Title Senior Human Resources Manager

PLEASE NOTE: THIS POSITION IS CONTINGENT UPON CONTRACT AWARD.
Plan, manage and coordinate the activities of employees assigned to the Human Resources Department either directly or through subordinate professionals. This position is highly Customer focused delivering support to all assigned employees and overseeing the relationship with union representatives. Reports to the Support Operations Manager. Either directly or through subordinate managers:
Serves as mentor and counsels the Program Manager, peer Directors, Managers and Supervisors on employee and union relations matters.
Provides overall guidance to subordinate professionals assigned to Human Resources Department.
Provides guidance and direction in the implementation of High Performance Work Organizations and employee incentive plans.
Serves as interface to Corporate Human Resources to ensure policies and practices are implemented.
Ensures compliance with all federal, state and local personnel laws and regulations.
Develops recommendations on benefits policies and programs including group life, disability, health, retirement and vacation to maintain competitiveness, maximize perceived value, and manage cost.
Responsible for the interpretation and administration of Company policies.
Guides implementation of performance management tools to ensure consistency across the organization.
Requires a Bachelors’ degree or equivalent and a minimum of 8 years of directly related experience, including 5 years of experience supporting programs in a military aircraft sustainment environment. Demonstrates the appropriate combination of experience, education, expertise and leadership to be successful in the overall management of a complex contract. Demonstrated areas of experience must include:
Experience providing HR functions within a US Government contract environment.
Experience managing the HR functions for a staff of 1,000 or more.
High Performance Work Organization and/or other initiates designed to maximize employee involvement in work process improvement.
Experience in Collective Bargaining Agreement negotiations and Union relations.
Functional Human Resources experience in areas such as benefits administration, employee relations and performance management.
In-depth knowledge of Human Resources Management Information Systems (HRMS).
Ability to handle multiple issues and projects in a changing environment.
Ability to establish priorities in a changing environment.
