Job Summary

Provides technical support for UXO personnel conducting range clearances and ordnance response projects.

Develops and implements approved explosives and UXO health and safety program in compliance with applicable DoD policy and federal, state, and local health and safety statutes, regulations and codes.

Analyzes operational risks, explosive hazards and safety requirements.

Establishes and ensures compliance with all site-specific explosive operations safety requirements.

Enforces personnel limits and safety exclusion zones for explosives related operations.

Conducts, documents, and reports the results of safety inspections to ensure compliance with all applicable explosives safety policies, standards, regulations and codes.

Ensures all protective works and equipment used within the exclusion zone are operated in compliance with all applicable DoD policy, DDESB approvals, and federal, state, and local health and safety statutes, regulations and codes.

Develops and implements the UXO specific sections of the Quality Control Program Plan for all explosive related operations.

Conducts and documents quality control audits of all explosive operations for compliance with established procedures. Identifies, documents, reports and ensures completion of all corrective actions to ensure all explosive operations comply with requirements.

Monitors and may assist UXO personnel with searching for, gaining access to, identifying, classifying U.S. and foreign guided missiles, bombs and bomb fuses, projectiles and projectile fuses, grenades and grenade fuses, rockets and rocket fuses, land mines and associated components, pyrotechnic items, military explosives, demolition materials, and the location of subsurface UXO using military and/or civilian magnetometers.

Observes the excavation and recovery of subsurface UXO, construction of UXO related protective works, the location of surface UXO by visual means, preparation of an UXO disposal site for the disposal of UXO by detonation; the donning and doffing of personal protective equipment, operation of personnel decontamination stations, and maintenance and operator checks of all team equipment assuring compliance with Federal, state, and local laws.

Prepares UXO related safety and quality control reports. Conducts team safety briefings.

Observes the segregation of UXO related scrap from non-UXO related scrap, safe handling procedures, team preventive medicine, and field sanitation procedures.

Performs risk hazard analyses.

Will be operationally qualified at designated tech level within 90 days of hiring or promotion.

Minimum Requirements

Minimum Education Level:

High school diploma or equivalent.

Graduate of Naval School, Explosive Ordnance Disposal (EOD) at Indian Head, MD or Eglin AFB, FL.

Minimum Experience Requirements:

Ten years’ experience in explosive ordnance recognition, handling, retrieval, and disposal.

Eight years’ experience in all phases of range clearances or munitions response actions.

Five years’ experience in UXO supervisory positions.

Experience in managing an Explosive Safety Program.

Ability to read and write UXO technical documents to include sop's and work instructions.

Familiarity with DoD, DoN, Range sustainment and AA&E directives and instructions.

Proficient in Microsoft Office products, hand held GPS hardware and supporting software. i.e. Map source, ARCGIS, UXO estimator, EOD TDA , ARCPAD, and AEODOPS.

US Citizenship required

Must posses a current Secret Security Clearance

Must obtain and maintain Medical Examiner’s Certificate in accordance with 49 CFR 391.41.

Must possess a valid state Driver’s License.

Must maintain current CPR/First Aid certification.

Maintain current a 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.

Posses 8 Hour HAZWOPER Supervisor certification.

Posses Quality Control training certification (UXOQC only)

Safety Trained Supervisor (STS) Certification

Certified Quality Auditor (CQA)

ISO 9001:2008 Internal/Lead Auditor Course
