About the Business Line


AECOM’s Global Support Services (GSS) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. GSS supports the U.S. Government, non-U.S. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support.

Job Summary

AECOM has been a trusted USAID Office of Transition Initiatives (OTI) partner, supporting the office in achieving US foreign policy objectives for nearly 15 years. AECOM is seeking experts in the following technical capacities to support a possible Iraq OTI program:

  • Project management, including evaluation and analysis of program management systems and processes

  • USG procurement and OTI small-grants making with demonstrated experience in creative solutions to complex procurements

  • USAID program operations and implementation

  • Remote management best practices, techniques and tools

  • Countering violent extremism

  • Media production and monitoring

  • Peace and reconciliation

  • Strategic communications

AECOM is particularly interested in individuals who have 2+ years implementing OTI programming in the field, or have implemented similar small-grants programming in complex and challenging field operational contexts. Interested applicants should have a demonstrated track record of being capable of the following:

  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment and meet deadlines despite competing priorities.

  • Support project leadership to ensure that practices and procedures are in place for program innovation and successful implementation. These may include, but are not limited to, grant solicitation and selection procedures, ensuring complex procurement processes are in line with program objectives and perceived as fair and transparent by beneficiaries, contractual design and execution, review of financial management systems to expedite timely disbursements for grants and contracts.

  • Ensure that program implementation is in accordance with all applicable USG and project policies. Fluency in FAR and ADS 303 regulations pertaining to grants and procurement is particularly desirable.

Minimum Requirements

  • At least 4 years of relevant experience in one or more of the above technical areas

  • Previous OTI management, programming and/or operations experience

  • Willingness to travel on short notice and in often potentially high-conflict environments

  • Demonstrated management and coordinating skills; excellent verbal and written communication skills

Preferred Qualifications

  • Knowledge of Arabic preferred
