Job Summary

The Senior Design Manager RPM will provide leadership to the design management team and be responsible for the effective coordination of internal and external design development for Design and Build and Design Bid Build projects for the Chicago Transit Authority’s (CTA) Red and Purple Modernization Program – Phase One. Coordinate and provide expert input in the preparation of design and performance specifications with intra agency engineering and construction staff, engineering and specialist consultants. Review technical submittals developed by client and proposers engineering and specialist consultants, during project and proposal development, including Alternative Technical Concept (ATC) evaluation, and post contract award design development. Ensure effective integration of technical documents in the procurement packages and provide assistance during proposal development, evaluation and negotiation to commercial close and contract award. Coordinate design review and related issues, including RFI response development, during bid proposal development and construction. Provide assistance and advice to client intra agency departments including construction, engineering, quality and safety where needed.

Essential Job Responsibilities:

  • Provide leadership and direction in the development of design and external client issues with the design and construction teams for bridging documents and final design development.

  • Support and provide direction to senior agency staff as it relates to the development of a design criteria and design and performance specifications

  • Collaborate with agency departments, internal and external engineering staff and design consultants, commercial, procurement and construction team to assist with ATC evaluation and design development.

  • Provide technical guidance, planning and logistic information for procurement documents and during proposal development.

  • Provide technical guidance in the preparation of project specific safety and security plans including the development of Safety and Security Management Plans (SSMP), Threat Vulnerability Analysis (TVA), Project Hazard Analysis (PHA), Certified Elements Lists (CEL) and Certified Items Lists (CIC).

  • Provide expert input in the development of the Design and Build Contract Data Requirement List (CDRL) and Measure, Test and Verification Processes in coordination with client construction, quality and safety staff and the project team.

  • Act as key client contact during the design development and the construction phase.

  • Participate in design meetings and provide continual input to optimize design.

  • Provide assistance in the development of comprehensive scope-of-work and contract document deliverables lists.

  • Provide assistance in the preparation of comprehensive consultant briefs for designs, investigations and construction management.

  • Liaise with utilities, external authorities and agencies, user groups and agency staff regarding design and engineering matters.

  • Participate in inspections of construction works to verify compliance with design documentation and criteria.

  • Co-ordinate technical, design and external client issues with the design and construction teams.

  • Participate and provide expert input in life cycle cost analysis and value engineering efforts as these relate to design.

  • Participate and provide input in risk assessment workshops.

  • Provide assistance in audits and verification of design development in accordance with consultant and contractor Quality Management Plans.

  • Review project related technical correspondence and engineering and specialist consultant staff utilization, earned value analysis and progress reports.

  • Responsible for performance development reviews of all direct reports.

Minimum Requirements

  • Minimum of 20 years project experience

  • Bachelor’s degree in engineering or architecture. Preferably a licensed professional.

  • Proficient in CAD Software and MS Office and working knowledge of web-based project management systems

  • Able to create and deliver a culture of sustainable and ethical conduct, ensuring that recommendations and decisions are made on behalf of the organization as well as understanding when to stand firm if/when required on behalf of key stakeholders

  • Ability to effectively communicate with stakeholders and project team in a proactive and positive manner whether through verbal, written or presentation format

  • Ability to promote and deliver high level of customer service to internal clients

  • Ability to form successful partnerships with all stakeholders to build confidence and maximize efficiency, added value and synergies

  • Ability to take instructions from, work alongside and exert influence onto the stakeholder community

  • Experienced in design management on transportation and transit project delivered under Alternative Deliver Methods, including Design and Build projects, ranging in value from $500 million to $2.0 Billion. Proven technical knowledge, attention to detail, diligence and drive to review, check, comment on drawings for change, build-ability and quality, health and safety, and compliance with contract requirements.
