The Senior Contract Manager RPM will provide procurement leadership, support a wide variety of standard and specialized procurement activities and is responsible for the preparation of procurement documents including Design and Build, Design Bid Build and RFQ/RFP documents, proposal preparation instructions, non-technical and technical evaluation and selection criteria for the Chicago Transit Authority’s (CTA) Red and Purple Modernization Program – Phase One. Extensively collaborate with client intra agency departments including rail operations, construction, engineering, quality, safety and purchasing in the development of procurement documents, statements of work, cost estimates and during bid proposal development, evaluation and negotiation to commercial close and contract award. Effective coordination and collaboration to ensure timely completion and integration of technical documents in the procurement packages with the internal design management team and external engineering and specialist consultants as well providing expert input in the development of design and performance specifications.
Essential Job Responsibilities:
Provide leadership and direction to technical and non-technical staff as it relates to the development of procurement documents for the project.
Support and provide direction to senior agency staff as it relates to the development of the procurement strategy and implementation.
Coordinate and work with project agency and consultant teams to develop and implement the procurement strategy for the project.
Collaborate with engineering, planning, project controls and quality management to ensure procurement is properly aligned with the expectations of the organization in understanding and addressing the project requirements.
Prepare procurement packages (RFQ/RFP/IFB), bid evaluation criteria and bid proposal instructions.
Provide expert input in bid proposal evaluation pertaining offer responsiveness, responsibility, and eligibility for award.
Prepare negotiation strategies and participate in contract negotiations.
Provide expert input in the preparation and justification of award documents.
Identify areas for improvement to continually drive performance.
Provide expert input and provide guidance for the development of general and special conditions, scope statements and design and performance specifications.
Solve procurement issues and be responsive to the agency and project team.
Responsible for performance development reviews of all direct reports.
Minimum of 20 years of experience
Bachelor’s degree in engineering, business, finance, accounting or demonstrated equivalent combination of education, training and related experience
Proficient in MS Office and working knowledge of project information management systems (PMIS)
Able to create and deliver a culture of sustainable and ethical procurement, ensuring that the organizations logical recommendations and decisions are made on behalf of the organization as well as understanding when to stand firm if/when required on behalf of key stakeholders
Ability to effectively communicate with stakeholders and project team in a proactive and positive manner whether through verbal, written or presentation format
Ability to promote and deliver high level of customer service to internal clients
Ability to form successful partnerships with all stakeholders to build confidence and maximize efficiency, added value and synergies
Ability to take instructions from, work alongside and exert influence onto the stakeholder community
Demonstrated experience in the procurement of major mass transit infrastructure projects ranging in value from $500 million to $2.0 Billion delivered under Design & Build or other Alternative Delivery Method. Highly proficient in the coordination and collaboration with internal and external stakeholders in the preparation of complex integrated procurement packages, contract negotiations and ability to exercise sound judgment. Possesses an in depth knowledge and understanding of FTA and Federal Acquisition Regulations.
