Position Title Water Team Leader (OCONUS – Middle East)

AECOM is looking for a creative and highly motivated Water Team Leader to be part of a team to support a large water engineering services, tendering support, and construction management project in the Middle East. This team will provide the technical capacity to carry out engineering assessments, studies, designs, and construction management in the water and environment sectors. This project will include several water tasks. This position is contingent upon award of contract. The program has an expected duration of five years. This position is located in the Middle East.
This position will be responsible for, but not limited to, the following:
Assess existing water systems to provide baseline data for the sector, conduct hydraulic analysis, study deficiencies, and assess the need for rehabilitation, reinforcement, restructuring or expansion.
Prepare feasibility studies and environmental impact assessments and special studies such as geologic and hydrological studies, groundwater modeling, and water quality analysis.
Prepare detailed designs and tender documents for identified water treatment plant designs and expansions, and water distribution system expansions, and for other immediate needs and/or short-term needs as identified by the Client.
Provide pre-construction contract services.
Provide engineering support to construction management teams during construction of projects.
Provide assistance and training through adapting the best international standards in conducting operation and maintenance in the water sector.
Coordinate activities of energy specialists to investigate different options to reduce operation costs, including the use of non-traditional energy sources.
Evaluate, recommend, design, and support the implementation of innovative financing options and public private partnership (PPP) Design/Build/Operate (DBO) opportunities.
Assist with capacity building for water and environment sector staff as a key factor in the sustainability of the program.
Prepare and manage project schedules
Manage multi-disciplinary design teams of engineers, technical staff, and scientists to complete the work orders as assigned
Establish design standards for projects, coordinated with associated wastewater project designs to provide an integrated design approach and consistent quality of tender documents across the entire program
Coordinate with local officials for design review and approvals
Coordinate local design teams and US-based AECOM design teams during design
Provide technical support to local CM services teams and US-based CM support teams
Assist with O&M training of local staff
Other duties as assigned
Bachelor’s degree in engineering or construction management
10+ years of relevant experience in water/wastewater engineering, and/or construction management
Registration as Professional Engineer (P.E) or equivalent registration
Experience with MS Project or similar scheduling software
Experience managing design projects in AutoCAD or similar design software
Previous experience working overseas to support U.S. government agency projects
Fluency in the English language
Strong and professional communication skills, both spoken and written
Ability to work and live overseas to support project
Ability to pass all necessary screening requirements, including successful background check, substance abuse test, and medical clearance
U.S. citizenship strongly preferred
Previous experience living and working in the Middle East
Previous experience in support of USAID programs in the region
