Job Summary

AECOM has an exciting opportunity for an experienced Emergency Management and Security Manager in Carlsbad, New Mexico.

The successful candidate will manage the Emergency Management and Security Department and is responsible for Emergency Management, Fire Department, and Protective Force programs.

Major Responsibilities:

  • Develop/implement all-hazards emergency management, fire department, and safeguards and security policies and programs for nuclear and nonnuclear facilities and activities in compliance with applicable DOE Orders, Hazardous Waste Facility Permit and other applicable regulations.

  • Exercise administrative direction over the work of subordinate section managers with accountability to the President and Project Manager.

  • Establish department-level program strategies and goals, priorities, and major work schedules.

  • Develop cost and budget analyses and forecasts.

  • Determine long-range work force requirements.

  • Assign, direct, and review the work of subordinate employees.

  • Plan and carry out the training and development of employees.

  • Evaluate performance of subordinates.

  • Interview candidates for positions and make hiring decisions.

  • Recommend selections, promotions, status changes, awards, disciplinary actions, and separations.

  • Identify developmental and training needs of employees and provide or make provision for such development and training.

  • Collaborate with other organizational managers to negotiate, decide on, and/or coordinate work-related changes affecting other departments.

  • Must be willing to serve in a leadership position and be on-call within the Emergency Response Organization during drills, exercises, and actual emergency events.

Minimum Requirements

  • Bachelors of Science degree in Emergency Management, Criminal Justice or related field or Business Management degree.

  • Fifteen (15) years of related emergency management experience is required.

  • Must have experience in DOE Order 151.1c-compliant emergency management programs.

  • Must have a minimum of five (5) years’ experience managing/supervising a staff of professionals.

  • Candidate must have good written and oral communications skills and be comfortable communicating with all levels of NWP, national laboratory, and DOE/CBFO management.

  • Must possess interpersonal communication skills to effectively work with onsite and offsite government agencies and organizations in a professional manner.

  • Must have experience using Microsoft Office (Word, Excel, and PowerPoint).

  • Must have the ability to obtain a DOE "Q" clearance. Applicant selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter.

  • Due to the nature of the position, U.S. Citizenship is required.

Preferred Qualifications

  • Master’s degree in Emergency Management preferred.

  • Certified Emergency Manager preferred.

  • Range of experience should include skills and knowledge to manage human capital, budgets, emergency response facilities and equipment, emergency management programs, continuity programs, fire and rescue, and safeguards and security programs.

  • Experience in a government nuclear project environment preferred.

  • Experience in nuclear industry preferred.
