AECOM is seeking a highly skilled, senior Knowledge Manager (KM) to support the USPACOM J3/JOC staff. This candidate will work with the PACOM Staff, Service Component Commands, Sub-unified Commands, Joint Task Forces, Combat Support Agencies, foreign partners in the theater and other KM Enterprise partners to provide knowledge management, information management, and dissemination management support to Theater operations and production.
This candidate must possess a combination of operations, technical and analytical experience to develop and field information technology tools and knowledge management processes, policies, regulations to support USPACOM operations. The KM will develop, oversee, manage, and coordinate visualization, portal/web, collaboration, publishing, dissemination, storage and other system applications, procedures, and training tailored for PACOM JOC and larger PACOM Theater KM Enterprise. The KM may have to support 24 hour/7 day a week crisis/contingency operations and exercise training and may have to travel or deploy both within the theater and to CONUS.
Plans, acquires, and integrates automated systems. Develops procedures for using automated operations and analysis tools, publishes TTPs and policies, and trains and guides analysts in the use of tools to ensure maximum productivity from each tool.
Coordinates with producers and consumers to develop/consolidate functional requirements in order to articulate these requirements to application development programs. May serve as liaison to information technology specialists/vendors in the selection and customization of COTS software/hardware to align capabilities of applications to analysts’ needs. Documents intelligence systems and associated processes in appropriate architecture and documents these current capabilities against requirements to determine shortfalls, duplications, inefficiencies, develop/plan/coordinate/execute/manage mitigation strategies.
Facilitates the creation and maintenance of databases and portals; develops and performs complex data queries to assess quality, identifies data gaps and data inconsistencies, creates report from findings and makes recommendations to managers.
Collaborates with senior analysts throughout the DoD and Operations Community on, multi-disciplinary efforts that involve critical analysis technology issues. Develops and strengthens substantive ties with other government organizations.
Leads development team on special projects of studies of considerable scope and depth critical to the resolution of complex technological analysis issues and problems. Provides recommendations on the fielding of solutions, and facilitates/manages solution execution.
Performs COCOM-level staff actions, prepare briefs and papers, give General Officer/Flag Officer Officer-level presentations, and plan/facilitate/host working groups, conferences, and meetings.
Performs analysis to test and recommend acquisition of information technology tools to support production; works with analytic and technical teams to develop methodologies to meet emerging requirements; aids formulation of initiative to improve the effectiveness of data and applications; supports efforts to implement both analytic and technical solutions; facilities the integration of existing and new automated analytic tools into intelligence operations.
May support 24 hour, 7 day a week crisis and contingency operations
Combatant Command-level staff action officer experience with the U.S. Pacific Command AOR.
Availability to work shift work, extended hours and travel is required for this position.
Bachelors degree; Masters desired
Minimum of 10 years’ experience with DoD
Must possess SECRET clearance or above.
Knowledge Management certification/degree or equivalent experience particularly with DoD and coalition environments
- Masters and Project Management experience desired.
