URS/Aecom has an immediate opening for a qualified Compliance Manager on the APS-5 contract in Kuwait.
This position assists with (1) the development, implementation, administration, and maintenance of Government contract compliance systems and controls, and (2) assurance of compliance with government cost accounting rules and regulations as established in Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), other Agency FAR Supplements, the Cost Accounting Standard (CAS), DCAA Cost Accounting Manual (CAM) and relevant Government cost accounting flow down requirements from Government funded contracts.
1) Ensures compliance with the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and relevant flow down requirement from federal Government funded contracts.
2) Advises and provides guidance to assist management with Government contracts compliance issues.
3) Drafts and reviews written Government contracts compliance standards, policies and procedures.
4) Assists in the administration and maintenance of compliance and Government contract compliance systems and controls, including but not limited to; written standards, policies and procedures, monitoring, and education and training.
5) Assists with Government contracts compliance monitoring and internal audits, prepares audit reports, and conducts audit follow ups, implements audit corrections.
6) Conducts Government contract compliance and other compliance related risk assessments.
7) Coordinates external Government contract compliance audits and responses to Government inquiries
8) Assists in the resolution of Government contract compliance issues
9) CTIPs Compliance:
(i) An awareness program to inform contractor employees about the Government's policy prohibiting trafficking-related activities described in paragraph (b) of this clause, the activities prohibited, and the actions that will be taken against the employee for violations
(ii) A process for employees to report, without fear of retaliation, activity inconsistent with the policy prohibiting trafficking in persons, including a means to make available to all employees the hotline phone number of the Global Human Trafficking Hotline at 1-844-888-FREE and its email address at firstname.lastname@example.org.
(iii) A housing plan, if the Contractor or subcontractor intends to provide or arrange housing, that ensures that the housing meets host-country housing and safety standards.
(iv) Procedures to prevent agents and subcontractors at any tier and at any dollar value from engaging in trafficking in persons and to monitor, detect, and terminate any agents, subcontracts, or subcontractor employees that have engaged in such activities.
10) Monitors and ensures contract compliance issues and best practices and emerging requirements, recommends program changes and best practice improvements to the Program Manager and Project Managers.
Perform all other position related duties as assigned or requested.
Bachelor's degree in accounting, or at least 7 plus years of experience in the compliance area.
Position requires working knowledge of the Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS).
Experience interfacing with the DCAA and the DCMA are pluses.
Position requires excellent communication skills and the ability to work with a wide range of people within and outside the company.
Position may require travel.
Position may require the ability to pass and maintain a security clearance.
Work Environment, Physical Demands, and Mental Demands:
Work is performed in a variety of settings, primarily in an office environment. Typical office environment has no unusual hazards, occasional lifting to 20lbs., constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech and hearing abilities for communication, constant mental alertness, must possess planning and organizing skills, and must be able to work under deadlines. This position requires travel and limited physical exertion.
