Job Summary

AECOM has an exciting opportunity in Afghanistan on the MOSC-A contract for a Human Resources Theater Manager . The Manager oversees and provides direction to a wide variety of HR Departmental functions and/or programs. Provides HR support to management throughout Afghanistan, and provides guidance to Supervisors, Managers, and Employees on a variety of HR related issues including career development, employee corrective action, performance management, and policies and procedures. Develops and administers a variety of functional HR and Organizational Development services including recruitment and selection,performance management, policy and procedure documentation, remuneration reviews, employee relations, workforce planning, workplace investigations, compliance and risk management, training and development, reporting and metrics, and change management. Ensures the US Government is updated in accordance with the Performance Work Statement on all personnel and workforce management issues. Manages and administers a broad range of tasks including resolving complaints and counseling managers, supervisors, and employees on the interpretation of policies and procedures. Recommends, develops, and implements Human Resources policies and procedures. Conducts ethics and compliance investigations in accordance with AC FIRST policies/ procedures. Manages and coordinates the process for all mobilization and demobilizations, as necessary. Ensure strict compliance to safety practices and support the AC FIRST Safety Policies and Procedures. Instills a safety first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries. Adhere to ISO Policies, Procedures, and Work Instructions in support of the AC FIRST Quality Management System. Performs other duties as assigned.

Minimum Requirements

  • Bachelor degree, is required.

  • Master’s Degree preferred.

  • Work experience may be substituted for educational requirements and/or

  • educational achievements may be substituted for years of experience.

  • Example: Two (2) years of experience is equivalent to (2) years of

  • college and vice versa.

  • Secret Security Clearance is required

  • 7- 10 years’ progressive Human Resources experience with at least 5 years

  • in management, is required.

  • Work experience may be substituted for educational requirements and/or

  • educational achievements may be substituted for years of experience.

  • Example: Two (2) years of experience is equivalent to (2) years of college

  • and vice versa.

  • Must have advanced knowledge of best practice human resources policies

  • and procedures.

  • Must have conflict resolution skills.

  • Knowledge of relevant employment and industrial legislation.

  • Proficiency in a variety of PC-based business applications.

  • Experience in organizational development and cultural change management.

  • Excellent oral and written communication skills with all levels of the business.

  • Strong discretion and independence.

  • Solid decision making skills. Advanced proficiency in the use of MS Office,

  • including Word, Excel, Power Point and other related applications required.

  • Valid driver’s license required.

Preferred Qualifications

  • Overseas contracting experience preferred.
