Position Title Senior Electrical Engineer
Kazakhstan - Astana
To develop electrical design scheme/concept and design coordination for Retail Fit-out based on the Client's requirements considering the current site condition and existing engineering deliverables to achieve workable site solution. Prepare design guidelines for the tenants designers to follow the design intent and Employer’s requirement. The guidelines should include all design brief and also sketches, typical details to better explain the requirements.
Manage the engineering process for approval, procurement and supervision of works based on the program completion of 9 months for retail and F&B.
Attend various workshops related to the retail design and coordinate with AECOM’s internal project team to avoid clashes with the main building design.Manage all requirements on site in executing the electrical works with full supervision and coordination with all MEP services, architectural and structural.
Review all the current Contract information with the existing AECOM Team, analyze and advise of any issue related to design and take active part as AECOM team member for the progress of the ADP project. Check and review materials proposed by the tenants’ designer and confirm that they are in accordance with or minimum fulfills the Employer’s requirements.
Advise of and gather any required specialist input to the design review and construction process and assist AECOM team to deliver full scope of services under the AECOM Contract Obligations.
Work and coordinate with the tenants and their design companies and review, comment and approve their drawings, including details, if the design is as per the approved tenants’ manual.
Inform the Project Manager, the Project Team and the Employer’s representative if the tenants’ design will effect in any of the existing design such as fire strategy, MEP layout provisions and requirements etc.
Coordinate and liaise with the local authority in terms of required local approval of the tenants design and guide the Employer any requirements for the necessary approvals beforehand.
Raise any key points in relation to the Contract information that may be of any concern or risk to the Employer, discuss and agree the strategies to resolve any such issues together with the senior project team members.
Provide full assistance with the QS department to determine the materials specification, quantity and produce a quality drawings as an attachment or representation.
Manage with full direction for the development of all Retail Fit-out MEP works and commissioning activities during the proposal, mobilization, execution and handing over phases with MEP Engineers and Contractors across building construction in accordance with the contracts, specification, standards, codes and legislation.
Review Project Works schedule, comment and advise in relation to the logic linking of areas, systems, rooms, equipment, resources, testing and commissioning plans and availability of services. Determine program objectives and requirements, organizes projects and develops standards and guidelines.
Review all the program/schedule and current Contract information relating to their section of the works between the Employer and the Contractor and ensure compliance and implementation.
Review all documents/submittals submitted by the Contractors and all previously approved by the Construction Supervisors, review of RFI, RFA and FCR and design validation, including revisiting of design anomalies and provide recommendation for improvements of design.
Ensure AECOM & Project quality program is being implemented on testing and commissioning of ADP projects.
Responsible and accountable for overall site electrical installation supervision, commissioning processes, proactive involvement in resolving site issues, testing and procurement of equipment in order to expedite the work progress on site.
Liaise very closely with the MEP Manager, Commissioning Managers and Senior Supervisors for the asset’s works in relation to fit-out F&B and retail scope.
Ensure that the AECOM teams are working in a collaborative manner and at all times sharing relevant information to each section of the works.
Attending MEP meetings and design workshop, review and assessment of Contractor documentation issued for approval, commenting and giving status / feedback incompliance with the contract and specifications, including compliance with KZ legislation.
Ensure that latest ideas and developments in commissioning management are introduced thru coordination with an effective strategy to test & commission the MEP system, including timely and efficient delivery of the Handover Documents (O&M manuals and As Built records)
Serve as the technical advisor, provides high level input, reports and evaluation on projects. Demonstrate creativity, foresight and mature judgment in anticipating, solving problems and issues.
Review all the current Employer / Contractor Contract documents, appraise and comment on Availability, Reliability, Commissionability, Maintainability, Sustainability, Health & Safety and develop and refine methodologies, tools, and standards for an evolving commissioning practice during the commissioning phase.
Review/validate the prequalification of the Specialist Sub-contractor to carry out the commissioning from a technical point of view, making sure of all elements of the project are covered as per the Contract and Specification.
Validate all documentation for commissioning of all systems is available in the correct format and that all design engineering figures are completed prior to the start of commissioning. Verify and ensure execution of all commissionable MEP system are in accordance with the testing and commissioning program.
Prepare written reports for progress and development of projects, monitoring all testing and commissioning activities and provide percentage progress on all aspects of commissioning works and provide input where required to the weekly and monthly AECOM external and internal reports.
Prepare logic linked schedules showing the steps to be taken to pre start inspections, startup inspections, run tests and full system load and scenario testing (for all items of equipment).
Review all Commissioning Certification, witness testing / sign offs and align all Commissioning and or any process’s with ACONEX
Initiate Site Observation Report (SOR), Non-Conformance Reports (NCR), track, monitor, Check that corrective actions have been performed SOR & NCR close out.
Collate the copy of all Inspection and Test documentation, ensure distribution to relevant team members, monitor all correspondence to close out
Review, comment and advise on suitability of Proposed Operation and Maintenance Manuals, the content, the format, the accuracy of information and final sign off
Ensure that the ADP Team are focused, motivated and at all times Professional in the delivery of the services
Update, distribute and train relevant staff in the QA / Commissioning procedures
Ensure that all AECOM filing and records are retained as per project quality plan
Responsible to achieve smooth and trouble free building handover, to engage through the construction process up to initial occupancy and help to achieve the building performance to be optimized effectively.
Be involved in design review, coordination as instructed by MEP managers and its entirety of the project construction supervision.
Coordinating/Integrating works with CSC Commissioning Managers and Report to MEP Manager
