Job Summary

The Senior Adjunct Business Development (BD) Specialist will initially provide recruitment surge support for AECOM IDEV U.S.’s USAID-funded proposals. This position will gradually support other business development roles – proposal management, pricing, writing – as s/he becomes proficient in AECOM’s business development processes and procedures. The Senior Adjunct BD Specialist will also work with the Recruitment Manager and Business Process Manager to establish a functioning candidate tracking system. The position will work in close coordination and collaboration with the Recruitment Manager, the Director of Business Development, Business Development Managers and Proposal Coordinators.

We anticipate this to be a part-time employment position, which will be reevaluated for a full-time employment position within our BD team after three months. This position will report to the Business Development Director in close collaboration with the Recruitment Manager.

Core Duties and Responsibilities:

  • Manage complex recruitment assignments for proposal development;

  • Assist proposal teams in developing appropriate staffing plans according to proposal requirements;

  • Work with proposal managers and coordinators to develop scopes of work, org charts and job advertisements;

  • Serve on proposal teams to identify competitive personnel who meet or exceed personnel requirements;

  • Recruit long-term and short-term cooperating country national, third country national, and expatriate professionals for staffing new business development proposals;

  • Negotiate candidate salaries and benefits within proposal budget constraints;

  • Write the personnel sections of proposals;

  • Work with candidates to develop a tailored resume which addresses qualifications required by the client;

  • Collaborate with Recruitment Manager and Business Process Manager to develop and rollout a candidate tracking system.

Specific Proposal Recruitment Management Needs:

AECOM has a robust pipeline of USAID-funded proposals. We specifically envision needing surge support and recruitment leadership on the following bids:

  • PFM II IDIQ – staffing of both fulltime and short term rosters

  • Afghanistan Trade and Revenue – staffing of both fulltime and short term rosters

  • Others as assigned by Recruitment Manager

Other Duties and Responsibilities:

The Recruitment Manager and Business Process Manager are working with the IDEV-Madrid team to collaborate and utilize their candidate tracking system called PMIT. We anticipate the Senior Adjunct Business Development (BD) Specialist to provide input on best practices for system development, management and rollout.

In addition to serving as a surge support recruiter and candidate tracking system advisor, we envision this position will develop into a role on our Business Development Team. Anticipated opportunities and roles include:

  • Work with the Business Development Managers, Proposal Coordinators and Pricing team to learn the AECOM processes and procedures for development of technical and cost proposals;

  • Support Business Development Managers to prepare new business proposals from the pursuit plan through live solicitation, which includes participating in pipeline discussions to determine bids to pursue;

  • Contribute to opportunity snapshots, capture plans, pursuit plans, and technical solution designs beyond recruitment efforts;

  • Work with the Business Development Managers to contribute to technical solution designs, reviews, and analysis of proposals and business development strategy;

  • Support proposal development, including technical approach, partnering strategies and negotiations, and decisions on information gathering trips, and oversee cost development.

Minimum Requirements

  • Experience working on USAID-funded proposal

  • Outstanding interpersonal skills and the ability to work with diverse teams and handle many tasks simultaneously, often with inflexible tight deadlines

  • Ability to communicate clearly and professionally with internal clients and external candidates, both verbally and in writing

Preferred Qualifications

  • High-urgency and creative candidate sourcing experience;

  • Experience with compensation and employment rules and regulations under US Government-funded activities;

  • Experience living or working in a developing country.
