Job Summary

AECOM Federal Construction is seeking a highly talented Pre-Construction Manager responsible for US Federal Government projects both domestic and international. This position will be located in the Arlington, Virginia office.

Position Description or Typical Responsibilities:

SCOPE:

Reviews all budgets prepared by estimating personnel for accuracy and completeness and presents to Owner and Project Executive. Reviews overall preconstruction schedule, contract agreement obligations, monitors deliverables and maintains product work flow.

Responsibilities include the following:

  • The generation and tracking of budget estimates from the pre-concept design stage to the construction document stage

  • Present budgets to Owners and Project Executive after having reviewed & adjusted trades costs, if necessary, with estimators.

  • Present value engineering and cost savings opportunities to clients as required to meet budget constraints.

  • Set schedule and work load priorities with staff and organize estimating schedule.

  • Assigns work load to distribute drawing specifications, bulletins and all pertinent information to all estimating staff so they can complete their assigned task(s).

  • Reviews bids to sub-contractors, review scopes of work and analyze costs as bids are received.

PRIMARY RESPONSIBILITIES:

Individual incumbents may be responsible for the management of cross-discipline applications of the Estimating disciplines including Electrical, Architectural/Civil/Structural, Mechanical, Systems Control, Estimating cornerstone application analysis, etc.

  • Provides functional and administrative oversight of all estimating activities, including: estimate planning, preliminary project schedule, coordination of estimating activities, equipment and material take-off, costing, vendor and subcontractor quotations, calculating Return on Invested Capital (ROIC) and Internal Rate of Return (IRR), preparation of a basis of estimate, and leading estimate reviews.

  • Implements estimating policy, procedures, and systems consistent with the company mission and competitive practices.

  • Ensures that guidelines, policies and procedures are established and implemented for various types of estimates.

  • Ensures that systems are maintained in a manner that aligns with the established guidelines, policies and procedures.

  • Analyzes and reviews proposals to ensure potential profitability.

  • Maintains an adequate level of personnel, with appropriate levels of skills and training, to staff on-going estimating activities.

  • Remains objective when faced with predetermined client numbers/expectations.

  • Participates in contract and change order negotiations.

  • Assists in the coordination and implementation of the estimating process associated with joint ventures, consortiums, teaming arrangements, etc.

  • Assists in Bid/No Bid decisions.

  • Assures quality archival of historical data (consistency, current, accurate, and complete).

Minimum Requirements

Education:

• Bachelor's degree in engineering or construction or demonstrated equivalent and related experience

Experience:

  • Entrants to this position possess extensive and diversified experience in the Engineering and Construction Industry with 5+ years of management responsibility

  • Previous experience with US Federal Government Construction Program requirements in relation to the Estimating Function

  • Previous experience organizing and managing domestic and international US Federal Government estimating projects

  • Previous experience providing estimating and design management through all phases of pre-construction, evaluation of construction alternatives, conceptual estimating, and value engineering

  • Previous experience providing pre-construction estimating analysis of costs for at-risk construction projects

  • Previous experience providing estimating and pre-construction feasibility studies and analysis for potential projects

  • Previous experience providing due diligence reporting of at-risk construction projects

  • Past experience managing projects with a total value over $ 100 million

  • Knowledge of lump sum, GMP, Cost Plus and Time and Material contracts

  • Ability to obtain a US Federal Government Security Clearance

  • Understands and complies with FARs when necessary for government contracts.

  • Excellent verbal and written communication skills

  • Demonstrated experience with Microsoft Outlook, Word, Excel and estimating software.

  • Due to the nature of the work, candidate must be a US Citizen.

Preferred Qualifications

  • Experience in scheduling, estimating, accounting and project controls software
