The incumbent can look forward to managing and supporting projects such as major transit investments, environmental impact statements, feasibility studies, and multi-modal transportation plans.

The responsibilities of this position include, but are not limited to:

  • Lead environmental and NEPA-related projects and tasks, including EIS, EA, and CE documentation

  • Manage, coordinate and/or oversee transportation related projects and task assignments to include pedestrian street transit station access, traffic engineering, traffic forecasting, travel demand modeling, traffic capacity analyses, interchange modification/justification reports

  • Develop and evaluate plans and criteria for a variety of projects and activities to be carried out by others

  • Assess feasibility and soundness of proposed planning products

  • Monitor and ensure compliance with local, state and federal laws and guidelines (including NEPA guidelines)

  • Oversee specialized planning functions, such as large-scale new development proposals and environmental studies

  • Advise various councils, boards, commissions and elected officials in planning related issues

  • Prepare reports on operations and activities, recommending improvements and modifications

  • Analyze planning projects related to transportation for information, including land use policies, impact of projects and long-range planning needs

  • Define regional and local transportation planning problems and priorities

  • Recommend transportation system projects based on economic, population, land-use, and traffic projections

  • Develop or tests new methods and models of transportation analysis

  • Analyze data from modeling software, geographic information systems or associated databases

  • Collaborate with engineers to research, analyze, or resolve complex transportation design issues

  • Develop design ideas for new or improved transport infrastructure, including junction improvements, pedestrian projects, bicycle planning, transit facilities, and car parking areas

  • Participate in public meetings or hearings to explain planning proposals, and gather feedback from those affected by projects, or achieve consensus on project designs

  • Review development plans for transportation system effects, infrastructure requirements, or compliance with applicable transportation regulations

  • Analyze transportation-related consequences of federal and state legislative proposals

Minimum Requirements

  • Bachelor's Degree in related field, (Ex; Civil engineering, Transportation Planning, Landscape Architecture Environmental Planning or related field)

  • 5 to 10 years of experience in planning and or planning-related field

  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint)

  • Must have one or more of the following certifications: Professional Engineer (EIT or PE), American Institute of Certified Planners (AICP), Certified Environmental Professional (CEP), Landscape Architect (RLA or PLA), or additional professionally related certification.

  • Excellent verbal, written, and presentation communication skills

  • Excellent understanding of USDOT (FHWA) NEPA compliance and procedures

  • Demonstrated ability to collaborate in a fast-paced multi-disciplinary environment

Preferred Qualifications

  • Master's Degree in engineering, urban planning, transportation, public policy, or related area of study or demonstrated combination of education, skills, knowledge, ability and experience

  • Experience with at least one Environmental Impact Statements and/or Multiple Environmental Assessment compliant with the National Environmental Policy Act NEPA

  • Advanced knowledge of the philosophies, principals, practices and techniques of environmental engineering or planning

  • Experience in project management and transportation engineering and planning task management, coordination and/or and oversight

  • Preparation of and usage of project management tools such as scopes of service, budgets and schedules

  • Experience working on multimodal transportation projects including, bicycle, pedestrian, transit, and highway projects

  • Ability to interpret planning legislation and municipal requirements; and ability to determine compliance with such regulations and to apply regulations to projects and field conditions

  • Proficiency in GIS and/or Microstation

  • Strong knowledge of planning practices and efforts in the Washington DC, Virginia, and Maryland
