Job Summary

The Business Process Manager (BPM) is responsible for ensuring the timely and effective management and implementation of AECOM’s project management and operational procedures and systems. The BPM reports to the Director of Operations and Performance Management (DOPM) and is a member of the Operations and Performance Management (OPM) team. As the embedded practice area BPM, she/he supports the assigned Practice Leads and Project Management Units (PMUs) in consistent, high quality delivery of AECOM programs. The BPM is responsible for assuring adherence to AECOM’s policies and procedures as well as supporting effective implementation and compliance with all USAID contractual obligations.


Business Process Management

  • Act as point of contact with Contracts, Finance and Project Accounting teams to resolve business process challenges for their assigned practice area.

  • Serve as a quality control point and support the quality assurance efforts of the PMU by providing guidance on operational and project management processes and procedures.

  • Support project financial management through ensuring use of a budget tracker and providing guidance on financial planning for forecasts, budget tracking and projected burn rates.

  • Participate in monthly financial reviews with the PMU and Practice Lead on commitments, accruals and the financial performance of each project, including unbillable costs.

  • May assist with development of the budget tracker for each project if needed.

  • Support project management teams and global field offices to comply with contractual requirements.

  • Support responses to audits and work with the AECOM Management Services (MS) compliance team to ensure proper project execution.

  • Support compliance with the AECOM MS Delegation of Authority (DOA) and Sub-DOA by ensuring project use of the Field Office Authorization Memo (FOAM).

  • Support project compliance with host country laws, including labor policies, tax reporting and regulations.

  • Provide support and guidance on program start up and close out best practices in accordance with USAID and AECOM policies and procedures.

  • Communicate changes to AECOM MS policies and procedures to the practice area team.

  • Communicate changes to USAID/USG rules and regulations to the practice area team.

Personnel Training

  • Provide training and development to PMU staff on AECOM’s policies and procedures as well as on adherence to project field and home office manuals.

  • Train and mentor PMs to serve as future Start-up and Close-out Team Leads.


  • Provide support on financial and administrative reports and other correspondence as needed on activities and transactions related to projects in his/her portfolio.

  • Assist the PMU in the preparation of annual financial forecasting as well as regular updates to projections vs plan.

  • Prepare other reports as needed or requested, especially as it relates to measuring project operational performance.

Process Development

  • As a member of the OPM Team, support the DOPM in developing and producing guidelines and instructions for AECOM’s operational and project management systems and procedures.

  • Assist in customization of manuals, procedures, policies, recordkeeping, and duties related to overall administration of projects, including procurement in order to comply with AECOM MS policies and procedures and host-country requirements.

  • Work with the DOPM to find process improvements and codify them.

Minimum Requirements

  • A minimum of 5 up to 8 years of experience in project management functions.

  • Demonstrable experience in USAID contracting and/or cooperative agreements, grants, USAID ADS, FAR, AIDAR and other USG international regulations.

  • Knowledge of project management procedures for planning and implementing international development projects, including establishing plans, specifications, monitoring and management of the development projects.

  • Strong Excel, budgeting and financial management skills.

  • Demonstrated experience leading and mentoring junior staff and conducting internal training.

  • Excellent written and verbal communications skills.

  • Creative problem solving skills and experience with business applications and operations.

  • Team player and solutions- and detail-oriented.

  • Ability to gather and document business requirements.

  • Ability to synthesize and summarize large amounts of complex information so that it can be presented in a simple and easy to understand way

  • Experience with Project Management Body of Knowledge (PMBOK) and PMI templates preferred but not required.

  • Master’s degree in a discipline related to business management, financial management or international development preferred.

  • Overseas travel may be required.
