Savannah River Remediation, an LLC of AECOM, is seeking a Purchasing Lead - Services to be based in our Aiken, SC location.
Leads a group of buyers in the procurement of Service type contracts, including but not limited to Cost Reimbursement, Davis Bacon Construction, and Fixed-Price for on- and off-site services. Provides day-to-day leadership of the workgroup including allocating work, training, removing obstacles, resolving issues, mentoring/coaching and ensuring the group is meeting its goals and objectives. Ensures adherence to regulations, policies, and procedures. Assumes responsibility as a buyer, time permitting.
Provides day-to-day guidance to assigned personnel.
Clarifies or interprets policies, procedures and guidelines for staff.
Develops procurement strategies and plans, determines technical evaluation team requirements, composes technical evaluation criteria, and educates technical reviewers on special requirements.
Resolves conflicts between functional organization procedures and DOE requirements.
Prepares written responses to DOE comment letters for management signature.
Reviews and interprets federal and DOE regulations to determine their applicability to purchasing personnel.
Interfaces with general counsel on legal issues affecting the procurement function.
Explains price/cost analysis and other techniques to buying personnel.
Clarifies supplier-submitted data and advises suppliers regarding DOE policy and interpretation.
Administers existing purchase orders/subcontracts including the review of invoices to ensure 100% compliance to purchase order/subcontract terms and conditions for invoices submitted.
Contributes to the development of training programs related to the materials purchasing function.
Recommends process, procedure, policy or guidelines changes for continuous improvement and develops implementation and communication plans as necessary.
Performs special assignments, prepares ad-hoc analyses or presentations at the direction of the Purchasing Manager.
Effects procurement plans, negotiates and administers subcontracts to include pre-planning, RFP, source selection and milestones, subcontract type, scope of work, analysis, pre-award, award, post award concerns, terms and conditions, change notices, audits, timely renewals, expirations, innovations, resolution of problems, and 100% compliance with the terms and conditions of invoices submitted.

Bachelor’s degree from an accredited university and 10+ year’s progressive procurement experience.
Cost Reimbursement contracts experience with an emphasis on Services Cost Reimbursement type contracts required.
Experience and understanding of government/commercial procurement directives, FAR and DEAR
Experience with industry codes, standards, Davis Bacon, general construction operations, contract terms and conditions negotiations
Due to the nature of the work, candidate must be a US Citizen.
MBA or MS desirable
Bachelor’s degree in Supply Chain Management
Certified Professional Contract Management (CPCM) or Certified Purchasing Manager (CPM) certificate preferred
Membership in the National Contract Management Association (NCMA) is highly recommended
